Dutch Harbor report

From the local police blotter:

DUI, Dec. 9 — An officer contacted a driver who had veered off the road before abruptly turning across the roadway and parking near a defunct processing plant. Driver Nicholas Meriwether Dryden, 32, was arrested on charges of driving under the influence and refusal to submit to a chemical test.

Fire response, Dec. 19 — Caller reported hearing an explosion near Magone Marine and then seeing a skiff on fire in that area. Fire personnel who responded to the area found a large controlled burn in a ship's hull, which was being used as a fire pit.

Assistance rendered, Dec. 19 — School bus driver reported being stuck on ice on Captains Bay Road. Officers provided traffic control while personnel from Westward Seafoods used their equipment to move the bus.

Ambulance request, Dec. 19 — EMS personnel provided care and transport for a young man who had accidentally stabbed himself in the leg with a new Victorinox knife which was protruding from his backpack.

Assault, Dec. 21 — A man voiding his bladder in public threatened another man who had the impertinence to order him to cease micturating. The unruly urinator was advised he could be barred from company premises if he continued to create problems.

Suspicious activity, Dec. 21, 1801 hours — Crewmembers reported their captain had not been seen since approximately midnight, when he had been drinking at a bar. The crew, who were drinking at another bar, did not appear overly concerned about this state of affairs. A short time later the captain was reported to be back.

Assault, Dec. 22 — Officers responded to a melee outside the airport and found about a dozen alcohol- and testosterone-fueled fishermen milling about the bathroom. The men, only one of whom was injured, could not individually provide any coherent story but collectively related a tale of fishermen gone bad, quite possibly as a result of overconsumption of alcohol.

Noise disturbance, Dec. 24 — A bunkhouse tenant who was decidedly lacking in holiday cheer called police to complain about a neighbor who was cooking, albeit quietly, a late dinner in the communal kitchen. An officer suggested that the complainant simply be nice to his neighbor.

Suspicious activity, Dec. 24 — Caller reported men in a bucket truck were doing something to equipment on the Standard Oil Hill tsunami siren. The responding officer found two city employees repairing tower-mounted communication equipment.

Drunk disturbance, Dec. 26 — A dipsomaniac who had been fired from his previous employment made his way to a different vessel at a different dock, where he was again told by vessel management and police officers to leave.

Seiner pleads guilty at Sitka, nets $1,500 fine

From the Alaska State Troopers:

Location: Sitka
Type: Conviction
On 9/4/14 Alaska Wildlife Troopers cited Nyle D. Thomas, 31, of Petersburg, after observing the F/V Barbara set a seine net prior to the 0600 opening of the Deep Inlet fishery. On 12/2/14 Thomas pled guilty in Sitka District Court to one count of commercial fishing in a closed period. He was fined $3,000 with $1,500 suspended and placed on probation for one year. The fish caught in the illegal set were released alive at the time of the violation.

From the local police blotter:

Domestic disturbance, Nov. 16 — Caller requested officer assistance in removing his girlfriend from his residence. Caller was upset because his girlfriend wouldn't sleep with him but was sleeping with everybody else. Officers advised that the two separate for the evening to avoid further issues.

Welfare check, Nov. 17 — Boat captain requested assistance with a crewmember who went "crazy" aboard the vessel a few days earlier. Captain wanted the individual checked out by mental health when the vessel arrived in town. Officers contacted the individual in question who stated he did not go crazy, but just lost his cool due to the poor conditions on the vessel.

Theft, Nov. 19 — Caller reported approximately $25,000 worth of stolen fishing gear from their vessel. Suspect was identified. Complainant just wanted the property returned and did not want to press charges.

Noise disturbance, Nov. 19 — Caller reported that his neighbor was playing loud, Satan-like music and he wanted it to stop. Officers contacted the group and advised them to turn down the music.

Assistance rendered, Nov. 20 — Officers assisted the Harbor Department with the seizure of a vessel.

Trespass, Nov. 20 — Boat captain requested assistance in removing an intoxicated and aggressive individual from his vessel. Officers advised the subject he was trespassed indefinitely from the vessel upon the captain's request.

Drug violation, Nov. 21 — Officer was notified of possible drug activity by a local fisherman. Individual in question had flown off the island.

Roads, Dec. 1 — Caller reported a fishing buoy rolling around in the roadway on the South Channel Bridge. A city sanitation specialist removed it.

Ketchikan man charged with illegal shrimping

From the Alaska State Troopers:

Location: Ketchikan
Type: Commercial shrimp closed season
On 12/08/14 Donald E. Westlund, 63, of Ketchikan, was cited by Alaska Wildlife Troopers, Ketchikan Post, for commercial shrimping during a closed season and unlawful storage of gear. Westlund was cited after 15 of his commercial shrimp pots were located in fishing condition. Arraignment set for 12/17/14 in Ketchikan District Court.

Bait seller cited at Dutch Harbor

Type: No catcher-seller permit
On 12/4/14 Alaska Wildlife Troopers issued a citation to Reynaldo Bada Sidro, 42, of Anchorage, for selling Pacific cod as bait to a commercial fishing vessel without possessing a catcher-seller permit. Arraignment set for 12/16/14 in Unalaska District Court.

Dutch Harbor report

From the local police blotter:

Assistance rendered, Nov. 5 — Out-of-state caller phoned 10 or so times to make sure that her mother-in-law was safe from a large storm that was still days away from making landfall. An officer suggested she contact some of her other family members to see what precautions had been put in place.

Assault, Nov. 8 — Several men beat and strangled a lone man outside the Harbor View bar, rendering him unconscious for several minutes and leaving him with severe injuries about the chest and head. The thugs attempted to flee with the victim's jacket but were followed and briefly detained by UniSea security. Officers responding to the scene quickly identified two of the three men as Brandon M. Ahrndt, 27, and Christopher T. Israelson, 23. The third man was later identified as Keith Hilty, 29. Ahrndt, Israelson and Hilty were arrested on charges of robbery, assault and theft.

Welfare check, Nov. 8 — Daughter requested assistance locating and contacting her mother, who apparently had boarded a flight to Unalaska to meet a man named John about a job in a newly opened cafe. Investigating officers were able to locate neither a newly opened cafe nor a man named John associated with any new or old cafes or similar establishments. Several hours later the daughter called to report that she had made contact with her mother.

DUI, Nov. 12 — Local boat captain reported that one of his deckhands had just been terminated due to his level of intoxication. Caller believed that the deckhand was possibly about to drive. Police sergeant contacted the intoxicated individual inside the described vehicle sleeping. There was no evidence that the vehicle had been driven.

Animal, Nov. 12 — Harbor officer observed a dead eagle on Ballyhoo Road near City Dock. Local truck driver reported that three eagles swooped in front of his vehicle and he accidentally ran over the young one. The Alaska State Troopers collected the eagle remains.

Assault, Nov. 13 — Boat captain reported being attacked by a drunken deckhand aboard the vessel. Officers responded and arrested Malaefou Laulu, 38, for assault.

Assistance rendered, Nov. 15 — Local resident got upset when he found a naked man inside his mom's room. He yelled at the naked man and told him to leave the house. The mother soon returned and asked that her son be made to leave the residence for the evening. Officers advised that they could not force the son to leave the residence as he lived there and no crime had been committed.

On 11/12/14 Alaska Wildlife Troopers, Ketchikan Post, cited Silver Bay Seafoods for 13 counts of failure to submit commercial fish tickets on time to the Alaska Department of Fish and Game. A mandatory court date was set for Craig District Court.

Crab captain charged at Dutch Harbor

On 11/6/14 Dutch Harbor Wildlife Troopers issued a citation to Elliott Nicadimas Neese, 32, of Homer, for possessing undersized red king crab onboard the F/V Saga while he was the master and permit holder of the vessel. Arraignment set for 11/13/14 in Unalaska District Court.

Theft reported at Atka Pride Seafoods

Type: Theft
On 10/27/14 the village public safety officer in Atka received a report of a theft. Investigation revealed an unknown suspect entered the bunkhouse of the Atka Pride Seafoods plant and stole cash in excess of $500. The investigation continues. Anyone with information is urged to contact the Atka VPSO or the Alaska State Troopers.

From the local police blotter:

Assistance rendered, Oct. 12 — A man whose taxi companion was so intoxicated that he could not articulate where he needed to go asked the taxi driver to drive to the police station for assistance. Officers accompanied the man and his inebriated companion to his vessel and ensured that he boarded safely and was looked after by a sober party.

Theft, Oct. 14 — A local processing company employee reported that a former roommate appeared to have forged a check, in the amount of $3,000, against the employee's bank account. Under investigation.

Assault, Oct. 15 — Officers responded to a bar regarding a patron who had gone outside and started fighting with people after having been asked to leave. Officers eventually determined that one incoherent and extremely intoxicated man had been fighting with crewmembers who were trying to get him out of the bar and back to his boat. No charges were filed.

Suspicious person, Oct. 16 — A man with a swollen toe told the officer who stopped him as he was trundling along the roadway that he and his erstwhile companions had liberated a wheelchair from the hotel, to more comfortably enable his return to his vessel. The thief, whose license was suspended, was dispossessed of his stolen wheels and made to walk to his boat. The hotel did not care to pursue charges.

Assistance rendered, Oct. 17 — Vessel captain requested officer assistance with an intoxicated, soon to be former employee who was creating a disturbance at the Bobby Storrs boat harbor. Officers ensured that the suspect left the area without incident.

Warrant arrest, Oct. 17 — Sean C. Murschel, 30, was arrested on an outstanding warrant from the state of Washington for rape of a child. Murschel was arrested after officers received information that his vessel had just docked in Unalaska. He was additionally charged as a fugitive from justice.

Sitka man accused of gillnetting in closed waters

On 10/7/14 Alaska Wildlife Troopers cited Joshua S. Arnold, 40, of Sitka, for commercial salmon drift gillnetting in closed waters west of the Deep Inlet Terminal Harvest Area on 8/16/14. Arnold was issued a summons to appear in Sitka District Court.

From the local police blotter:

Welfare check, Aug. 31 — Officers contacted an extremely intoxicated young man who was stumbling and falling in the roadway as he walked to the Bobby Storrs Harbor. Officers escorted the man to his vessel, saw that he boarded safely and ensured that a sober party was onboard as well.

Mental, Aug. 31 — Officers responded to a processing plant regarding a report that an employee there was suicidal. The patient, well-known to officers, was transported to the clinic for another evaluation.

Suspicious person, Sept. 3 — A hysterical male reported that white males at a local seafood plant were raping, beating and killing all female employees and had threatened the caller as well. The caller, who wished to remain anonymous and refused to provide names for any of the accused, hung up after several minutes of ranting.

Animal, Sept. 3 — Caller reported a sea lion had repeatedly burst forth from the water for the last hour and was now lying on top of the water as if it were tired or entangled. A harbor officer in the area determined a large splash of sea lions were playing boisterously in the area and did not seem to be in any distress.

Assault, Sept. 5 — Officers responded to a report of a fight in front of a bar, but found only a few people who stated nothing untoward had occurred, and one man whose girlfriend had just left him who stated life was unfair.

Troopers charge Metlatkatla gillnetter

Type: Multiple offenses
On 10/2/14 Alaska Wildlife Troopers charged Timothy R. Staples, 36, of Metlatkatla, with commercial gillnetting in Alaska waters without a valid 2014 Commercial Fisheries Entry Commission permit; fishing during a closed season; and unlawfully possessing commercially taken fish. All three counts are misdemeanors. Arraignment scheduled in Ketchikan District Court.

On 9/30/14 Alaska Wildlife Troopers charged Trident Seafoods, of Ketchikan, with 20 misdemeanor counts of submitting late fish tickets to the Alaska Department of Fish and Game. Arraignment is scheduled in Ketchikan District Court.

From the local police blotter:

Suspicious person, Aug. 17 — Harbor officer requested assistance with a drunk who wished to sleep in the jail this night. The drunk, after being advised by an officer that neither jail nor the airport would serve as a hotel, opted to sleep on the grassy knoll at the end of the airport terminal.

Suspicious activity, Aug. 18 — Fishing company staff reported a deckhand might be missing, as he had checked his luggage but failed to make his outbound flight. Company personnel later reported they had made contact with the employee and no further action was required.

Assault, Aug. 21 — Randall K. Burns, 26, was arrested on one count of assault after witnesses reported he had punched a man later identified as Burns' roommate. Burns told officers he had been attempting to get his recalcitrant roommate on the boat, and had told him he'd count to three before hitting him if he didn't board the vessel.

Assault, Aug. 22 — Officers responded to a processing plant at which two employees had begun hitting one another following an argument over some minor issue. Two men both claimed the other had started the fistfight. Under investigation.

Domestic disturbance, Aug. 25 — Intoxicated adult male whined to police that his brother took his liquor bottle and wouldn't give it back. An officer, after speaking with the drunken caller, surmised that really, no police intervention was necessary.

Drunk disturbance, Aug. 25 — Officers responded to a fishing vessel on which a large, intoxicated deckhand was apparently creating quite a ruckus with his crewmates. A soiled and sloppy Henry Siaosi, 30, was arrested and charged with two counts of disorderly conduct after witnesses confirmed that he had fought with multiple people onboard the vessel.

Theft, Aug. 29 — Caller reported that a rental vehicle, left unlocked and with keys inside, had been stolen. A few minutes later the caller reported having found the vehicle in the possession of a man who thought it was his fishing vessel's leased truck.

Theft, Aug. 30 — Bar patron reported that his vehicle, left unlocked and with keys in the ignition, had been stolen from the Norwegian Rat Saloon parking lot. An officer later observed the missing vehicle in the parking lot ... of the Norwegian Rat Saloon.

Sitka salmon troller cited twice

Type: Commercial troll closed area
On 8/23/14 Alaska Wildlife Troopers contacted Jeffery M. Farvour, 45, of Sitka, commercial power trolling off of Cape Edgecumbe. Investigation showed Farvour was operating gear from the F/V Suunta within one nautical mile of the Kruzof Island shoreline in the "areas of high king salmon abundance" which are closed during the coho commercial troll fishery by emergency order. Farvour was cited with arraignment set in Sitka District Court.

Type: Possess king salmon during closure
On 8/12/14 Alaska Wildlife Troopers cited Jeffery M. Farvour, 45, of Sitka, after investigation revealed that Farvour possessed and delivered three king salmon onboard his vessel, the F/V Suunta, during the commercial troll king salmon closure. The kings were reportedly misidentified as another legal species. Arraignment set in Sitka District Court.

Noise disturbance, Aug. 6 — Complaint about loud music in the Nirvana area. Officers patrolled the area without noting any loud noises.

Theft, Aug. 6 — Airline passenger reported that several valuable items had been stolen from her luggage on her Seattle-Juneau-Anchorage-Dutch Harbor journey.

Ambulance request, Aug. 9 — EMS personnel were dispatched to the South Channel Bridge regarding two wet men who were climbing out of the water.

Assistance rendered, Aug. 9 — Police were dispatched to the South Channel Bridge regarding two wet men who were climbing out of the water. The men, who apparently had previously advised an Unalaska Department of Public Safety employee that they would be jumping from the bridge again this year, had already left the area.

Environmental, Aug. 10 — Caller reported two "fishermen" clubbing salmon with rocks. Officers responded but did not locate the salmonid-slaying barbarians.

Assault, Aug. 13 — Officers responded to a reported fight amongst several intoxicated processing plant employees, and found one man with a recently bandaged laceration on top of his head. Statements from participants and witnesses led officers to conclude that no fight had occurred, and the injured man had actually cut his head when he stumbled on some stairs.

Public safety, Aug. 13 — Fishing company representative advised that one of their vessels was bringing to town a man who was having drug withdrawal issues and who was known to have an active warrant.

Assault reported on vessel near Afognak Island

On 8/13/14 at 0410 hours, Alaska State Troopers were notified of an assault that had occurred on the F/V Crimson Tide on the waters near Afognak Island. Randall Carter, 43, of Soldotna, reported he had been assaulted by two men from the F/V Cora Maria. The investigation continues.

Metlakatla gillnetter accused of illegal fishing

From the Alaska State Troopers:

Location: Ketchikan
Type: Commercial fish closed area
On 8/4/14 Alaska Wildlife Troopers cited Dion A. Booth, 20, of Metlakatla, for commercial salmon fishing with a drift gillnet in a closed area of Nichols Passage in District 1F. He also was cited for having no Alaska Commercial Fisheries Entry Commission permit in possession. This offense was observed on 7/21/14 and documented by the U.S. Coast Guard. Booth has a mandatory arraignment in Ketchikan District Court.

Kotzebue gillnetter charged with waste of salmon

From the Alaska State Troopers:

Location: Kotzebue
Type: Waste of salmon
On 8/6/14 Roswell Schaeffer Sr., 64, of Kotzebue, was issued a summons to appear in Kotzebue District Court for waste of salmon. Investigation revealed Schaeffer abandoned a half shackle of commercial gillnet with 103 salmon in it.

From the local police blotter:

Suspicious persons, July 27, 0107 hours — Officers contacted several men who were drinking and loitering around an allegedly disabled vehicle near Little South America. The men, all of whom were intoxicated, were advised not to drive this night.

Welfare check, July 27, 0239 hours — Officer contacted three different but also intoxicated men after watching two of the three men stumble and fall to the ground. The men were not injured and required no assistance meandering back to their respective rooms.

Welfare check, July 27, 0502 hours — Yet another inebriate, this one walking in the middle of the roadway, was contacted by officers. The drunk was able to safely board his vessel, which was docked only a few feet away.

Welfare check, July 29 — Out-of-town caller asked police to check on her husband, from whom she had not heard for almost 10 whole hours. Officers located the man and then advised the woman that the man was at work, and had been for most of the day.

Welfare check, July 30 — Company security asked officers to check on a man who had made comments about having lived a good life and having nowhere to go, after his employment was terminated. An officer spoke to the man, who denied any intention to harm himself and said he simply has nowhere to store his belongings and wants to give them away.

Assistance rendered, Aug. 2 — Request to allow access to the beach near the Aleutian Rod & Gun Club range, in order to clean shipwreck debris.

Sitka gillnetter arrested, charged with DUI

From the Alaska State Troopers:

Location: Sitka
Type: DUI — watercraft
On 7/28/14 Alaska Wildlife Troopers contacted Todd P. Wyman, 31, of Sitka, during a routine commercial fishing contact at Deep Inlet. Investigation revealed Wyman was operating the 36-foot gillnetter Crackerjack Mariner while under the influence of alcohol. Wyman was arrested and transported to the Sitka jail where bail was set at $1,500.

From the local police blotter:

Environmental, July 8 — Caller reported what appeared to be an oil slick on the beach. Officers found a brown, vaguely gelatinous substance, within which were suspended particles of sand, which had accumulated in long rafts next to the beach. The gelatinous accumulation neither looked, felt nor smelled like a petroleum product.

Assistance rendered, July 11 — Officers spoke with both property owners and labor protesters regarding private property limits and protest restrictions.

Found property, July 12 — Individual turned in a handbag, containing over $2,000 in cash, which he had found near the gas station. The handbag was turned over to its owner.

Welfare check, July 14 — Callers responding to a report of a woman staggering in the roadway found a quite inebriated man tottering back to his vessel. The inebriate appeared capable of safely traversing the short remaining distance to his vessel.

Harassment, July 14 — Officer advised an out-of-town wife who had made repeated calls to both police and security regarding her husband's welfare that her numerous unnecessary calls were creating a safety hazard by tying up phone lines. The wife responded by asking what she needed to do to get her husband arrested for conspiracy to commit murder. She was advised to contact her local law enforcement if she was in fear for her safety.

Assault, July 15 — Officer responded to a report of a fight in progress and found that two men had engaged in a brief altercation after an argument about tribal affairs in their home country. Witnesses put both men at fault, and neither wished to pursue charges.

Trespass, July 16 — Plant security requested assistance with a newly hired plant manager who was inebriated and had been found turning off various machines in the powerhouse. The belligerent plant manager made several comments regarding ownership of said machines, but eventually complied with the request to leave the premises.

Suspicious person, July 16 — An out-of-town wife told an officer she wished to report a crime that had not yet been committed, namely that her husband, who calls to tell her he loves her, is conspiring to have her killed. The wife refused to provide information regarding her location or to speak to police in her jurisdiction about the alleged conspiracy, and hung up on the officer.

Public safety, July 17 — Officer responded to a report that someone was in the water below the South Channel Bridge, and found upon arrival that the person in the water was wearing dive gear and was climbing aboard a dive-flagged vessel.

Assault reported on vessel at Petersburg

Type: Assault
On 7/23/14 at 0805 hours, the Alaska State Troopers responded to a report of an assault aboard the F/V Favorite. Investigation revealed the 28-year-old captain assaulted a 31-year-old crewmember by grabbing him around the throat with his hands. The crewmember has disembarked the vessel and the investigation is still ongoing.

Bristol Bay fishermen cited on district violations

Type: Possession of salmon outside district
On 7/7/14 Taran T. White, 31, of Bellingham, Wash., was cited by the Alaska Wildlife Troopers for having salmon in his possession more than one mile from the commercial fishing district where they were caught. Arraignment was set for 7/16/14 in Naknek District Court.

Type: Possession of salmon outside district
On 7/7/14 Steve C. Hyatt, 37, of Eureka, Calif., was cited by the Alaska Wildlife Troopers for having salmon in his possession more than one mile from the commercial fishing district where they were caught. He also was cited for failing to report the salmon on his fish ticket. Arraignment was set for 7/16/14 in Naknek District Court.

Type: Possession of salmon outside district
On 7/7/14 Andrew Y. Hillis, 25, of Turlock, Calif., was cited by the Alaska Wildlife Troopers for having salmon in his possession more than one mile from the commercial fishing district where they were caught. He also was cited for failing to report the salmon on his fish ticket. Arraignment was set for 7/16/14 in Naknek District Court.

On 7/9/14 Jason Douglas, 33, of Sand Point, was cited by the Alaska Wildlife Troopers for having salmon in his possession more than one mile outside the district where they were caught. He also was cited for operating an unregistered powerboat. Arraignment was set for 7/16/14 in Naknek District Court.

From the local police blotter:

Fire response, June 29 — Fire personnel responded to the wreck of the F/V Arctic Hunter, from which black smoke was emanating. Upon arrival they found that a salvage crew had ignited a small fire while cutting open the hull of the vessel. The fire had been extinguished by the time firefighters arrived.

Suspicious activity, June 29 — Caller reported a bus going around in circles at the landfill. An officer responded to the landfill but alas, found no bus drivers doing donuts there.

Suspicious person, July 4 — A man expressed concern about a female bar patron who first questioned whether he was a stalker, and then said she would "take him down" if he stalked her.

Assistance rendered, July 4 — Officers provided traffic control during the annual Independence Day parade.

Suspicious activity, July 4 — Report of flares being ignited and possibly landing on the roofs of nearby buildings. Nothing of that ilk was observed.

Welfare check, July 5 — Officers checked on a woman who was allegedly so intoxicated she could barely support herself against the side of a building. The woman, who was indeed inebriated, was found in the company of two sober friends who said they were taking her back to her boat.

Assault reported at False Pass plant

On 7/3/14 at about 2300 hours, the False Pass village public safety officer was informed of an assault that occurred at the Bering Pacific Seafoods plant. Investigation revealed Aukusitino Tulsea, 22, of Anchorage, assaulted a coworker causing injury. A criminal summons was issued for Aukusitino for assault in the fourth degree. Alcohol was a factor in the incident.

Drunk disturbance, June 6 — Officers contacted two individuals who appeared to be involved in a heated debate about who was manlier. The two were separated and it was found that no crime had been committed.

Theft, June 20 — Fishing vessel captain reported that a commercial crab pot, inside of which was stored some other equipment, had been stolen from the pot yard on East Point Road. No suspect was identified.

Assault, June 21 — Officers responded to Harbor View bar regarding a fight between two patrons, one of whom had attacked the other with a glass of beer after they disagreed over the relative merits of their favorite football teams.

Ambulance request, June 22 — EMS personnel provided care and transport for a man who had injured his back while throwing boxes of frozen fish.

Animal, June 22 — Officers rescued a still-downy, injured bald eaglet after it was found on the side of Captains Bay Road. The eaglet was shipped to Bird TLC in Anchorage, where it was reported to be in good condition upon arrival.

Fire safety, June 23 — Fire officer noticed smoke from Little South America but discovered it was simply exhaust from a vessel's smokestack.

Public safety, June 23 — Tsunami advisory issued for Unalaska following an 8.0 earthquake near Amchitka. No evacuation was ordered.

Welfare check, June 25 — Mother asked for help contacting her son, who she believed worked on a fishing vessel and who had not answered his phone for several days. Officers contacted the son via his cell phone and asked him to call his mother.

Welfare check, June 26 — Caller from the Harbor View bar reported having made a big mistake, and asked for help. Officers responded and found a man who was afraid for his safety because he had "disrespected" some people. He later admitted to some paranoia as a result of having been using both alcohol and drugs earlier in the evening. UniSea security arranged for a safe room for the man for the evening.

DUI, June 26 — Nathan T. Imes, 37, was arrested on charges of driving under the influence and misconduct involving weapons after an officer observed him stumbling from his vehicle to the Cape Cheerful Lounge, and then learned that Imes was carrying a weapon on his person.

Suicide, June 27 — Officers responded to a UniSea bunkhouse regarding a report of a possibly suicidal man at that location, and found the man intoxicated, holding a knife to his stomach and making repeated statements about wishing to die. Officers were able to persuade the man to seek assistance from a mental health specialist.

Roads, June 28 — Driver stated that the deck lights of a docked vessel made driving on East Point Road difficult. An officer contacted those onboard the vessel and asked that they turn off the offending light fixture. They did.

Assistance rendered, June 28 — A man attempting to transport a coffin from the airport to the ferry terminal asked for assistance making the move. An officer provided the man with information regarding the options available to him in Unalaska.

Suspicious activity, June 28 — Caller reported hearing what sounded like blasting. An officer reminded the caller that there are two active quarries within the city limits.

California trollers accused of early king fishing

On 6/30/14 Alaska Wildlife Troopers, Sitka Post, contacted the F/V Chief Joseph at anchor in Still Harbor on the west coast of Baranof Island, prior to the commercial king salmon troll opening in Southeast Alaska. Troopers observed signs of fishing on deck. Investigation revealed that owner and permit holder Jeffrey D. Angelo, 49, of Samoa, Calif., and crewman Alec J. Hurst, 29, of Fort Bragg, Calif., had knowingly engaged in commercial trolling on 6/29/14, more than 24 hours prior to the July 1 season opening, and retained 12 king salmon. The men were required to return to Sitka and deliver the kings to a processor before being allowed to fish in the opening. The proceeds from the fish will be seized by the state. Angelo and Hurst were cited for commercial fishing during a closed period and unlawful possession of commercial fish. Arraignment set for 7/29/14 in Sitka District Court. Angelo also was cited for failing to display commercial numbers as required on the F/V Chief Joseph.

Sitka man falsified salmon delivery, troopers say

On 6/27/14 Alaska Wildlife Troopers, Sitka Post, cited Eric C. Vanveen, 42, of Sitka, after an investigation showed he delivered king and coho salmon caught under another commercial fisherman's permit. Vanveen, owner of the F/V Zip, claimed the salmon as his own on a fish ticket submitted to the processor. Vanveen also was found to be in possession of less than an ounce of marijuana during the investigation. He was charged with one count each of filing a false fish ticket, unlawful practices and misconduct involving a controlled substance. Arraignment set in Sitka District Court. Additional suspects have been identified and the investigation continues.

Wrangell crabber cited over small Dungeness

On 6/20/14 Alaska Wildlife Troopers contacted Richard Phillips, 28, of Wrangell, on the F/V Carolyn Ann. Investigation revealed Phillips was commercial fishing for Dungeness crab and was in possession of 78 undersized crabs. Phillips was issued a summons to appear in Wrangell District Court for arraignment.

On 6/26/14 Alaska Wildlife Troopers, Juneau Post, inspected commercial Dungeness crab gear in Bridget Cove belonging to the F/V Aaralyn. Investigation revealed the permit holder and captain, Stewart Vick, 34, of Anchorage, had fished for Dungeness crab inside the closed waters of Bridget Cove. Troopers seized the gear that was in closed waters and later contacted Vick, who was issued a summons to appear in Juneau District Court.

On 6/26/14 Alaska Wildlife Troopers, Juneau Post, inspected commercial Dungeness crab gear in Bridget Cove belonging to the F/V Camelot. Investigation revealed the permit holder and captain, Joshua Conn, 35, of Juneau, had fished for Dungeness crab inside the closed waters of Bridget Cove. Troopers seized the gear that was in closed waters and later contacted Conn, who was issued a summons to appear in Juneau District Court.

Cordova man gets jail in reckless boating case

On 6/27/14 Rodger Lee Koechling, 74, of Cordova, was convicted after a three-day bench trial of reckless endangerment, disorderly conduct and reckless operation of a marine vessel. This case stemmed from an event on the Eyak River where Koechling used his 30-foot commercial bowpicker to recklessly scare and intimidate four other individuals (one 8 years old) who were fishing from a 15-foot skiff. Koechling was given 700 days in jail with 649 days suspended. The judge expressly related that this case was not about sportfishing versus commercial, but community condemnation and deterrence, and that this behavior presented a significant and exceptional risk to the occupants of the other vessel.

Troopers cite two Cordova driftnetters, seize fish

Type: Illegal driftnet operation
On 6/19/14 Brian Shaw, 49, of Cordova, was cited for operating a commercial salmon drift gillnet too close to a setnet. After receiving multiple complaints that Shaw was operating his driftnet in an illegal manner, stakeout operations were conducted and documented Shaw fishing illegally. Shaw's fish were seized and arraignment was set in Anchorage court.

Suspicious person, May 26 — Officers contacted an individual causing a disturbance at a local drinking establishment. The individual was warned against such maleficent behavior.

Ambulance request, May 27 — Ambulance responded to a report of an individual having been attacked by an eagle.

Suspicious activity, May 29 — Complainant reported what he believed to be fraudulent activity in regards to his attempt to sell some fishing vessel equipment.

Assault, June 3 — Officers responded to a report of a fight aboard a processing barge. Both combatants were contacted and neither wished to discuss the issue with police. Their employment was terminated and they were removed from the vessel.

Suspicious activity, June 3 — Officers investigated a report of a dangerous situation that occurred a month prior. It was reported that a crane picked up a 40-foot container while it was still attached to the chassis, lifting the chassis and truck off the ground. Information was passed on to the Occupational Safety and Health Administration.

Drunk disturbance, June 6, 0200 hours — Officers contacted two individuals who appeared to be involved in a heated debate about who was manlier. The two were separated and it was found that no crime had been committed.

Trespass, June 6, 0244 hours — A three-month trespass was issued by a local business to one of the participants in the above-mentioned alcohol- and testosterone-fueled confabulation.

Animal, June 6 — Officers responded to assist in a report of a fox chasing children in the playground. The Vulpes lagopus had fled the area prior to officers arriving.

Investigation revealed the vessel was the F/V Lady Lori operated by Brian Lee, 59, of Sutton. He was issued a summons to appear for arraignment on 6/18/14 in Cordova District Court.

Assault, May 12 — Brandon Shae Mink, 34, was arrested after officers investigated a report that he had assaulted his girlfriend. Mink, whose girlfriend found he was sleeping with someone else, grabbed his girlfriend in a chokehold and threw her around the galley before challenging her to "fight like a man."

Assist other agency, May 12 — Police and fire officers assisted with evicting 18 tenants from a boarding house after the fire marshal determined the boarding house posed a significant fire hazard.

Trespass, May 12 — Jeremy Bruseau was found by a houseboat owner in the owner's bed, watching television and drinking vodka, with his hand on the buttocks of the owner's sleeping wife. Bruseau was successfully convinced at gunpoint to leave but repeatedly claimed that he had been invited onboard by "the dude." Bruseau stumbled his way to a nearby bar where he collapsed on the sidewalk to await police arrival. He was arrested on criminal trespass charges.

Suspicious activity, May 14 — Caller reported people rolling boulders from the top of Bunker Hill into an area frequented by pedestrians several hundred feet below. An officer hiked to the top of Bunker Hill but found that the suspect boulder rollers had already departed.

Noise disturbance, May 17, 2158 hours — Caller reported a loud ship's horn was blaring with annoying frequency which prevented the caller from sleeping. The offending horn was located and the responsible party, who was trying to fix the broken horn, assured the horn blowing would stop.

Homicide investigation, May 22, 0152 hours — Officers responded to a local bar to investigate a report of "man down." Subsequent investigation revealed that Anthony "Tony" Pouesi had punched Marlo Adams, knocking him out. Adams sustained serious head injury when he hit the ground. Pouesi, 28, from American Samoa, was arrested and charged with assault and providing false information to a police officer. On May 24, Adams died from his injuries. Pouesi's charges were amended to include manslaughter. (Lauren Rosenthal of KUCB has more details here.)

Drug law violation, May 24 — Tam Nguyen, 45, from Vietnam, was arrested and charged with possessing heroin, methamphetamine and cocaine with intent to distribute; distribution of heroin; and illegal possession of a loaded handgun. He also was charged with maintaining a business/building for a drug enterprise.

On 5/26/14 Dutch Harbor Wildlife Troopers issued summonses to Ualesi Afoa, 23, of Honolulu; Enders Vaimili Vailolo, 47, of Silverdale, Wash.; and Javoen Shakeem Byrd, 23, of Olympia, Wash., for assault in the fourth degree. The three were crewmen on a Bering Sea commercial fishing vessel and the assaults occurred at sea while the vessel was fishing and processing.

Yakutat troller lacked permit, troopers say

On 4/29/14 Alaska Wildlife Troopers in Yakutat cited Kevin Firestack, 48, of Wasilla, for commercial salmon trolling without a valid commercial troll permit. Investigation revealed Firestack caught and sold fish on three different occasions in January using a commercial setnet permit while he was partaking in the winter king troll fishery in Yakutat. Commercial Fisheries Entry Commission records revealed Firestack did not have a valid permit during the dates the fish were caught and sold.

Suspicious activity, May 4 — Caller reported gunshots coming from Hog Island. The responding officer also heard similar sounds, and saw several people on the island, but was unable to make contact with them.

Animal, May 5 — Security reported that an eagle was perched in the processing plant break room. Alaska State Troopers were notified of the trespass.

Fire response, May 7, 0517 hours — Fire personnel responded to a warehouse on East Point Loop after a caller reported seeing smoke and sparks from the building.

Assistance rendered, May 7, 0518 hours — Police assisted with evacuating people from and providing traffic control in the area around a warehouse fire.

Ambulance request, May 7, 0519 hours — EMS personnel responded to a fire scene.

Environmental, May 7, 1024 hours — The Department of Environmental Conservation was notified that significant amounts of foam from firefighting efforts had flowed into the nearby bay.

Vehicle damage, May 7, 1440 hours — A parked vehicle was damaged by fire apparatus maneuvering at a fire scene.

Animal, May 8 — Another eagle made itself at home in a local processing facility. Alaska State Troopers were notified of the trespass.

Suspicious activity, May 9 — Caller reported an empty baby carrier parked on the corner of Airport Beach Road and Henry Swanson Drive. Neither the driver nor passenger was located.

Animal, May 9 — An itinerant eagle returned to its perch inside a seafood processing plant. Alaska State Troopers were again notified.

Sitka troller charged with sportfishing violation

Type: Sportfishing from commercial vessel
On 5/11/14 Alaska Wildlife Troopers, Sitka Post, contacted Roy E. Uber, 34, of Sitka, while he was sportfishing in western Sitka Sound. Investigation revealed that Uber and his vessel are currently licensed to participate in commercial hand troll fisheries and that he was legally sportfishing in an area closed to commercial hand trolling. Uber had sport-caught king salmon onboard the vessel which were not marked as sport-caught by immediately removing the dorsal fin. Uber was cited for failing to immediately mark the salmon, with arraignment set in Sitka District Court.

Theft, April 27 — Ishmael Guerrero, 29, recently unemployed and unable to board a flight off the island, stole a vehicle whose driver had conveniently left the keys inside when she went into the airport. Guerrero loaded his bags in the bed of the truck and sped towards downtown Unalaska, where he was briefly contacted by an off-duty Alaska state trooper before fleeing in the direction of the Russian Orthodox church. Guerrero, who damaged parts of the historic church before being apprehended by two citizens, was charged with several offenses including vehicle theft, burglary and damaging historic resources.

Liquor law violation, May 2 — Liquor store employee reported that a group of clearly intoxicated fishermen had repeatedly attempted to purchase alcohol. Officers found two of the suspects, who they recognized from previous contacts, stumbling about the area. The bibulous boys were advised they could be arrested if they returned to the liquor stores or bars this night.

Environmental, May 3 — Several drums of what was possibly waste oil were secreted behind the wall of a World War II structure on Tundra Drive. An officer attempted to contact crew onboard the vessel whose name appeared on the barrels, to no avail.

Suspicious person, April 21 — Officer advised a mildly intoxicated and sleeping man that he was not allowed to use the Unalaska library as a bedroom, and that he should return to his own premises if he was in such need of a nap. The man left the library without incident.

Suspicious activity, April 24 — One caller reported seeing a flare above the Unalaska Post Office, and another reported seeing one from the Captains Bay area. Officers checked the general area but found nothing to indicate any emergency.

Warrant arrest, April 25 — Nikki S. Clinton, 38, was arrested on an outstanding warrant after an off-duty officer recognized him on a UniSea dock.

Animal, April 26 — A decidedly unfriendly cat was turned in to the Unalaska Department of Public Safety for adoption.

Suspicious person, April 26 — Harbor officer asked police to talk to a man at the airport because the man seemed upset. Officers did, and learned that the man had been fired from his job but did not want any assistance. Prior to departing the area, officers advised the man that his driver's license was revoked.

Sitka troller draws jail time, fine

On 4/4/14 Kristopher Foster, 37, of Sitka, captain and permit holder on the F/V Stardust, pled guilty as part of a plea agreement to unlawful retention of undersized king salmon, and waste of salmon. Foster was ordered to serve 30 days in jail with 20 days suspended, and fined $6,000 with $3,000 suspended. The undersized king salmon were forfeited to the state. Foster also was placed on probation for two years. These charges were the result of an investigation where it was determined that on 10/20/13 Foster had attempted to land several undersized king salmon at Sitka Sound Seafoods while participating in the winter commercial troll fishery. After the processor refused to accept the undersized fish, Foster attempted to dispose of them by feeding them to a sea lion in the Sitka harbor area to prevent being cited by Alaska Wildlife Troopers.

On 4/20/14 Alaska Wildlife Troopers cited Donald Durgan, 62, June Durgan, 57, and Ronald Durgan, all of Craig, for unlawfully retaining herring in a herring pound by not releasing the fish as required. Arraignment set for 5/21/14 in Ketchikan District Court.

On 4/20/14 Alaska Wildlife Troopers cited Michael Demmert, 28, Shelton Maves, 62, Titus Winrod, 32, and James Quigley, 52, all of Craig. The four were participating as permit holders in the Ernest Sound spawn-on-kelp commercial fishery. Investigation revealed they unlawfully retained herring in a herring pound by not releasing the fish as required. Arraignment set for 5/21/14 in Ketchikan District Court.

On 4/20/14 Alaska Wildlife Troopers contacted Shon Landon, 34, of Washington state, who was participating as a permit holder in the Ernest Sound spawn-on-kelp commercial fishery. Investigation revealed Landon unlawfully retained herring in a herring pound for more than six days. Landon was issued a summons to appear for arraignment in Ketchikan District Court.

Drunk disturbance, April 15 — Officers responded to a bunkhouse regarding a disturbance report and found a gaggle of people running about, yelling and pointing at one another. Witnesses told officers the "disturbance" was nothing more than one man disputing the validity of another's "tough guy" attitude.

Disorderly conduct, April 16, 0830 hours — An inebriated and disruptive Samuel K. Kulang, 33, was arrested on one count of disorderly conduct after he challenged officers and crewmembers alike to fight.

Warrant arrest, April 16, 1022 hours — Samuel K. Kulang was arrested on several outstanding warrants after officers contacted him regarding a disturbance onboard his fishing vessel.

Assault, April 19 — Officers responded to a bunkhouse regarding a report of a fight, and found that one man had taken it upon himself to spray his sleeping roommate with beer and then hit him in the head with the empty bottle when the sleeping man expressed his annoyance. Bernd H. Walter Jr., 23, was arrested on one count of assault.

Longliner cited over 1,320-pound haul of lingcod

On 4/14/14 Alaska Wildlife Troopers in Yakutat contacted Shawn McManus, 44, of Woodinville, Wash., after receiving a report through the Department of Fish and Game that McManus caught and retained 1,320 pounds of lingcod while longlining off the coast of Yakutat after lingcod had been closed by emergency order for that area. McManus was charged with retaining lingcod during a closed season, and must appear in Yakutat District Court.

PWS shrimper had too much gear, troopers say

On 4/15/14 Larry Gilman, 53, of Whittier, was cited by the Alaska Wildlife Troopers, Anchorage Post, for commercial fishing for Prince William Sound shrimp while in possession of an overlimit of pot gear. Arraignment set in Anchorage District Court.

Theft, March 31 — Processing plant employee reported his phone had been stolen, possibly by a roommate, while he was showering. Under investigation.

Welfare check, April 2 — Woman asked for assistance locating any record of her father, last seen two years earlier boarding a flight to Unalaska. Officers checked employment records at the major employers in town but found no record that the father had ever worked at any of those places.

Assault, April 10 — Officers responded to a galley regarding a finger-wrestling match gone awry. One intoxicated contestant allegedly carried the digit-grappling too far when he wrenched his opponent's fingers until the man pulled away in fear and pain. Alipio S. Pogoy Jr., 35, will be charged with one count of assault.

Environmental, April 10 — Hundreds of crab legs were dumped at an intersection near the community center, causing concern that eagles and foxes would descend en masse upon the area. Officers located the person responsible for the spill and advised her to collect the legs and remove them from the area.

Assault, April 11 — A man told police he had been attacked by a bunkhouse tenant armed with a hatchet, but had been able to disarm the suspect and had then run to the police department with the weapon. The suspect claimed he had the knife because he intended to use it for preparing his dinner in the common kitchen. A witness confirmed that the suspect had been holding a knife when he approached the victim after an argument. Tuan Anh Nguyen, 54, was charged with assault after officers recovered an 8-inch cleaver from the victim.

Release conditions, April 12 — Tuan Anh Nguyen, 54, was arrested for violating conditions of release when he returned to his bunkhouse room only a short time after having been released from jail and ordered by the court not to return to his lodging.

Homer fisherman fined after trial verdict

Type: Trial verdict
On 4/9/14 a Cordova District Court jury found Jim L. Frary, 55, of Homer, guilty of failing to complete fish tickets as required by regulation. He was fined $1,500 and placed on probation for three years. This case stemmed from an August 2011 incident where the defendant repeatedly disregarded the processor (Trident Seafoods), the Alaska Department of Fish and Game and Alaska Wildlife Troopers in their attempts to have the defendant sign (complete) two fish tickets involving blackcod and halibut deliveries. The fish tickets eventually were completed to Fish and Game's satisfaction seven months after they were due.

Troller charged with illegal lingcod retention

Investigation revealed that Barry Mckee, 65, of Sitka, the captain of the F/V Ocean Gem, retained lingcod on 1/24/14 while participating in the winter commercial troll fishery. Lingcod can only be taken as bycatch during the commercial troll season from May 16 through Nov. 30. Mckee was issued a citation for retaining lingcod during a closed period. He must appear in Craig District Court.

Vessel operator charged with drunk driving

Type: Driving while intoxicated
On 4/4/14 at approximately 1425 hours, the U.S. Coast Guard received a report of an intoxicated boater near Metlakatla. At approximately 1510 hours, the USCG contacted the F/V Cape Ommaney at Walden Rocks, Nichols Passage, near Metlakatla. The operator of the boat was detained by the USCG on suspicion of intoxication. Investigation revealed Richard D. Olin II, 32, of Metlakatla, was driving while intoxicated. Olin was arrested and transported to the Ketchikan Correctional Center.

Emergency response, March 23 — Fire, EMS and police personnel responded to a small ammonia leak. (The leak occurred at the UniSea complex, prompting a worker evacuation, KUCB radio reported.)

Animal, March 23 — A runner reported having been attacked by a bald eagle, apparently one of a nesting pair returning to nest across from the clinic.

DUI, March 24 — Officers investigated a report that a fishing vessel captain was operating his boat while intoxicated. No signs of alcohol consumption or impairment were discovered.

Suspicious person, March 25, 0537 hours — Caller reported an intoxicated man sleeping in the entry of a local church. The man, whose explanation was peppered with expletives, said he was trying to attend Bible study.

Assault, March 25 — Anthony Espiritu Aro, 28, was arrested on charges of burglary, assault and tampering with evidence after officers investigated an assault in a local bunkhouse. Multiple witnesses stated that Aro, armed with a knife, attempted to force his way into another man's bunkroom and then tried to stab the victim multiple times. The victim's roommates were able to protect him from all but minor injury. Aro, who had fled to another room, claimed he had been jumped by unidentified assailants and had cut himself on a broken bottle.

Assistance rendered, March 26 — Harbor and police officers responded to a docked vessel from which the U.S. Coast Guard had received an automated distress signal. The crew was unaware that a distress signal had been sent, and was unsure how the emergency messaging system worked. Officers noted nothing amiss aboard the vessel.

Public safety, March 27 — Unalaska Department of Public Safety employees and volunteers participated in a tsunami evacuation drill.

Petersburg crabber fined for illegal gear storage

On 4/1/14 Kory Versteeg, 30, of Petersburg, the permit holder aboard the F/V Guardian, was convicted of unlawful storage of commercial crab gear. The conviction is a result of an Alaska Wildlife Troopers investigation that showed Versteeg had illegally stored crab gear before the Tanner and golden king crab season in Frederick Sound. Versteeg was fined $2,000 with $1,000 suspended and placed on probation for one year.

Petersburg crabber nets $3K fine, forfeits catch

Type: Conviction
On 4/1/14 Jared Bright, 39, of Petersburg, the permit holder aboard the F/V Obsession, was convicted of retaining undersized golden king crab. The conviction is the result of an Alaska Wildlife Troopers investigation that showed Bright delivered commercially caught golden king crab that were less than 7 inches in width of shell. Bright was convicted of a misdemeanor and sentenced to pay $8,000 with $5,000 suspended and placed on probation for two years. Bright forfeited the undersized crab to the state of Alaska.

Death investigation, March 12 — Officers responded to investigate a death that appears to be from an industrial accident.

Assault, March 13 — Officers responded to a report of an assault. Investigation revealed that several individuals off a fishing vessel were participating at an afterparty. A brief fight ensued. None involved wished to pursue charges.

Assault, March 15 — Officers responded to a processing plant at which an altercation had ensued between members of management and some of the processing staff. One man, who had been identified by management as being of particular concern, was fired as a result of the incident.

Assault, March 16, 2004 hours — Caller requested immediate officer assistance for a rumpus at a local bar. Several fishermen claimed that one of their own had been assaulted by an unknown assailant, but refused to provide any additional information. Officers determined after reviewing video footage that one of the fishermen had shoved another, unidentified man with no apparent provocation, and had subsequently been punched by the unidentified man.

Trespass, March 16, 2042 hours — Four fishermen were issued trespass advisements for a period of six months.

Welfare check, March 16, 2322 hours — A drunken fisherman, known to officers from an earlier interaction, was found passed out by the payphones in the airport terminal. The fisherman, who eventually agreed to leave the terminal building, salvaged a sleeping bag from a Dumpster and elected to find some other public place to sleep.

Assault, March 18, 0211 hours — Jose B. Sedano, 20, who had what he described to officers as a bad day, took it upon himself to punch the next person with whom he came in contact. Sedano was arrested on one count of assault.

Suspicious person, March 18, 1441 hours — Officers investigated a report of a drunken man sleeping outside. The man, who was indeed intoxicated, did not pose a danger to himself and was advised not to enter any licensed establishments for the remainder of the day.

Welfare check, March 18, 1644 hours — The same drunken man was reported stumbling along the roadway. An officer contacted the drunk, determined he was still capable of caring for himself, and told him to stay outside the white line. The drunk said he intended to get cash at the bank, in order to pay for a taxi ride.

Welfare check, March 18, 1743 hours — The drunk made it only a short distance before generating another complaint, but had by this time lost both his ID and ATM card and thus his ability to pay for a taxi. The responding officer determined that providing the drunk with courtesy transport to his vessel was the most expedient means to resolve this problem.

Assault, March 18, 2142 hours — Jose B. Sedano, who had been arrested on an assault charge 20 hours earlier and subsequently released from jail, was arrested again after he returned to the scene of his original crime, burglarized a room, attempted to both rape a young woman and stab a family member, and assaulted a third person. Sedano was this time charged with attempted sexual assault, burglary, assault and violating conditions of release.

Assault, March 19, 0059 hours — Officer investigated a report that a group had attempted to apply rural justice to a man who had allegedly attempted to rape a woman. Interviews and video footage showed that a group of people had indeed gathered around the suspect with that intent, but had stopped when it became apparent that the suspect's family was attempting to control him.

Suspicious activity, March 22 — Caller reported an unattended vehicle, with keys in the ignition, had been left in front of the bar. The caller was concerned because the known driver of said vehicle doesn't frequent bars. Subsequent investigation revealed that the vehicle had actually been left in front of the Elbow Room, a former bar now being converted to other use.

On 3/23/14 Alaska Wildlife Troopers, Ketchikan Post, summonsed Ronald Porter, 61, of Ketchikan, and Justin Peeler, 33, of Sitka, for operating commercial seine gear outside the set boundaries established by the Alaska Department of Fish and Game for the Sitka sac roe fishery. These charges carry a mandatory appearance in Sitka District Court.

Man cited, marijuana seized after Sitka boarding

On 3/22/14 Alaska Wildlife Troopers, Sitka Post, contacted Gordon M. Jensen, 54, of Everett, Wash., during a routine boarding of the F/V Maverick. Investigation revealed Jensen was in possession of marijuana. He was issued a summons to appear in Sitka District Court and the marijuana was seized as evidence.

Kodiak cod fisherman charged with gear violation

On 3/21/14 Alaska Wildlife Troopers cited Jason R. Blondin, 29, of Kodiak, for using illegal groundfish gear during the state Pacific cod season. Blondin was the permit holder onboard the F/V My Beauty. Arraignment set for 4/7/14 in Kodiak District Court.

Trespass, Feb. 16 — Facility manager asked that strikers be told to move off the dock as their actions were disrupting the handling of hazardous materials. The picketers moved to a different area without incident.

Environmental, March 2 — A crane tipped over and struck a waste oil tank, dumping approximately 20 gallons of petroleum product into the bay. Personnel at the scene had already placed absorbent boom and pads by the time an officer arrived. The U.S. Coast Guard and other agencies were notified.

Assistance rendered, March 2 — A vessel crewman reported that another crewman, who had quit just a few hours after their 10-day trip started, had stolen money from several people on the vessel and had been seen stuffing cash into a vent. Because the crimes occurred outside city limits, the information was passed on to the Alaska State Troopers for further investigation.

Traffic crime, March 3 — Complaint about an erratic driver who nearly drove into a ditch and crossed into the opposing lane several times. The responding officer found the driver, who said he had just returned after a 20-year absence and was distracted by the changes to the town during the intervening years.

Assault, March 4 — Caller told police he had locked himself in the wheelhouse of his vessel because another man had threatened to knife the people onboard. Officers responded and found an extremely intoxicated and distraught man who claimed to have been thrashed by other members of the boat's crew when he returned to the boat in a disreputable state. The crew admitted to forcing the drunk off the boat after he became unmanageable. The captain of the vessel elected not to pursue charges.

Assistance rendered, March 4 — Officer contacted picketers near the Delta Western fuel dock and made sure they knew what areas they were allowed to occupy and what areas they were not.

Welfare check, March 5 — An anonymous caller reported concern about a man who had previously been victimized by freeloaders and thieves, and had been seen earlier this day in the company of yet another person of questionable repute. Officers eventually found both people, neither of whom appeared in need of assistance.

Trespass, March 6 — An inebriated James T. Massey, 31, who had earlier been carried from the bar and deposited outside the doors, was arrested for criminal trespass after he lay down in front of the doors and refused to leave.

Suspicious activity, March 7 — Officer contacted two individuals in regard to a large amount of smoke coming from their yard. The individuals were working on a sweat house and shortly after were able to get the kinks out of their design.

Harassment, Feb. 9 — A man onboard a fishing vessel reported receiving multiple threatening text messages which he believed were meant for someone else. Officers attempted to contact the caller after his boat docked, without success.

Roads, Feb. 10 — Bus driver reported a crab pot was partially in the roadway. Officers responded and nudged the pot completely off the road.

Animal, Feb. 10 — Caller reported being unable to get from her vehicle to her workplace as she was surrounded by numerous foxes. She provided additional information indicating that a woman who lives nearby might be feeding the foxes and contributing to their increasingly familiar behavior. An officer chased two foxes from the area in order that the caller might get into her workplace.

Suspicious activity, Feb. 10 — Driver found the back window to her vehicle had been shattered. The investigating officer determined the damage likely was caused by the recent high winds.

Assistance rendered, Feb. 11 — A troubadour suffering in an overheated hallway requested assistance contacting her benefactor's security forces, that they might open the door to her apartment for her. A security guard arrived forthwith to save the waif.

Mental, Feb. 14, 0947 hours — Officers responded to a processing vessel regarding a man who was exhibiting unusual and concerning behavior. After spending a considerable amount of time with the man, officers determined that though he might have psychological problems he did not pose a danger to himself or others.

Trespass, Feb. 14, 1123 hours — Processing vessel personnel advised a man that his continued employment was dependent on him seeking medical attention, else he was to depart the vessel forthwith. The man ultimately elected to visit the clinic.

Suspicious activity, Feb. 15 — Officers responded to a processing plant regarding a report that several men were getting high on pressurized whip cream. Officers found this was indeed the case and advised the participants against continuing this activity.

On 2/21/14 Silver Bay Seafoods in Sitka was cited after an investigation revealed the company had failed to submit several fish tickets within seven days as required by regulation. Silver Bay has a mandatory court appearance in Sitka.

Type: Fish ticket
On 1/30/14 Alaska Wildlife Troopers, Sitka Post, cited Christian Buschmann, 26, of Petersburg, for failing to provide factual catch data on a commercial fish ticket. Investigation showed Buschmann had operated commercial seine gear and retained salmon in the Hidden Falls area in July 2013, but reported the fish in another area. Buschmann was issued a summons to appear in Sitka District Court.

Southeast salmon seiner nets fine, forfeiture

On 1/29/14 Vernon M. Crane, 39, of Fritz Creek, pled guilty to one count of commercial fishing during a closed period. He was fined $2,000 with $1,000 suspended, ordered to forfeit $1,318.18 worth of illegally taken salmon, and placed on probation for one year.

Crabber charged with illegal possession of females

On 2/19/14 Alaska Wildlife Troopers cited William E. Swimelar, 54, of Bothell, Wash., for illegal possession of female opilio and bairdi crab aboard the F/V Barbara J. Swimelar also was cited for failing to register or check into the fishery with the Alaska Department of Fish and Game prior to fishing. Arraignment set for 3/5/14 in Unalaska District Court.

Assistance rendered, Feb. 2 — Taxi driver reported a passenger had passed out in her taxi. By the time an officer arrived, a friend had paid the inebriate's fare and was helping him onto the vessel.

Suspicious activity, Feb. 2 — Caller reported hearing loud explosions near her residence. Officers determined the explosions were in fact fireworks being ignited by an avid Seahawks fan. The fan was advised to cease those particular revelries.

Drunk disturbance, Feb. 2 — Officers responded to a vessel upon which an intoxicated man was allegedly threatening violence. Officers found the suspect already packing his belongings and anxious to be off the vessel from which he had just been fired.

Assault, Feb. 6 — The only three patrons of a bar got into a fight and then ran in multiple directions when police arrived. All three men were eventually apprehended after the last one ran around the processing area before unsuccessfully hiding under a car. None of those involved wished to pursue charges.

Suspicious activity, Feb. 6 — Officer observed black sludge leaking from a barrel in which a fire was contained. Further investigation revealed a business employee was burning fiberglass and oil-soaked rags, per normal business practice, in the barrel. The fire was eventually extinguished after a fire officer arrived on scene and instructed the employee in proper fire management techniques. Citation pending for unlawful disposal of hazardous waste.

Public safety, Feb. 7, 1138 hours — Category 1 travel advisory issued for high winds after the National Weather Service issued a high-wind advisory.

Environmental, Feb. 7, 1411 hours — Remnants of a World War II-era building near the airport blew off and struck several vehicles parked in the adjacent lot. Several vehicles sustained damage; one was totaled. Alaska Department of Transportation employees helped move fallen debris from the area.

Roads, Feb. 7, 1417 hours — A school zone sign, still flashing, was blown into the roadway. Public Works was notified.

Roads, Feb. 7, 1659 hours — Caller reported 2x4s flying across Ballyhoo Road. A harbor officer secured the debris.

Ambulance request, Feb. 7, 1815 hours — EMS personnel provided care and transport for a woman who had hit her head after being blown over by high winds.

Roads, Feb. 8, 1237 hours — High wind and waves washed out a section of sea wall, scattering rocks and other debris upon the roadway. Public Works was notified.

Ambulance request, Feb. 8, 1459 hours — EMS assistance was requested for the crew of a vessel that had been struck by a large wave. The captain of the vessel advised a short time later that medical attention was unnecessary.

Assistance rendered, Feb. 8, 1507 hours — Officer contacted the captain of a wind- and wave-damaged vessel and confirmed they had no need of assistance.

Environmental, Feb. 8, 1649 hours — A wind-blown container van struck a tsunami siren, breaking the battery box for the siren.

Drunk disturbance, Feb. 8 — Officer observed what appeared to be a fight in progress outside the bar. The involved parties said they were simply engaging in an activity they termed "sack tapping," apparently normal behavior for members of their boat crew. The officer advised the men it might be more appropriate to engage in said behavior in a less public venue.

DUI, Feb. 8 — Two intoxicated men drove to Unalaska Department of Public Safety to bail out a buddy. The drunks were uncooperative with officers, and witnesses were unable to identify which of the two men, both legally intoxicated, had driven the vehicle. No charges were filed.
