Dutch Harbor report

From the local police blotter:

Assault, Dec. 16 — Fisherman reported being assaulted by fellow crew while at sea, with the result that he was unconscious for several minutes and woke to multiple chipped teeth and a possible broken nose. An Alaska State Trooper took charge of the investigation due to the assault having occurred outside of the city's jurisdiction.

Theft, Dec. 17 — Caller reported his hamster had been pinched, taken from its cage inside a parked vehicle while the caller was inside Safeway. A short time later, the caller reported his rodent, apparently not stolen after all, had been enticed back to its home by a trail of food.

Trespass, Dec. 19 — Kaleinainoa Asentista, 28, of Anchorage, was charged with criminal trespass after he was found inside a UniSea bunkhouse, harassing two UniSea employees.

Assistance rendered, Dec. 9 — Officer helped an Alyeska security officer escort an extremely intoxicated man, who had passed out in the break room, back to his own room.

Motor vehicle accident, Dec. 9 — A vehicle mysteriously ended up on the rocks near Little Priest Rock. The vehicle owner, who is not allowed to drive, refused to provide information about the identity of the friend to whom he had lent his vehicle, and stated only that his friend was uninjured. Under investigation.

Harassment, Dec. 11 — Another woman reported receiving obscene phone calls from the sexual deviant who has contacted numerous other women in the community. Under investigation.

Disorderly conduct, Dec. 14 — Officer arrived at the scene of a fight between two drunken men, one of whom received a bloody nose as a result, and found both drunks sprawled in the snow. After extensive conversation with the two drunks, the officer determined that neither participant wished to press charges.

Assault, Dec. 15 — A minor brawl erupted at the Harbor View bar involving a wedding party. A few minor injuries were reported, yet none of those involved wished to pursue charges.

Juneau fisherman nets $3,000 fine, forfeits fish

On 12/6/12 Aaron C. Place, 39, of Juneau, pled guilty to one count of operating a commercial gillnet during a closed period in District 11B south of Juneau. Place was fined $6,000 with $3,000 suspended and placed on probation for two years. Place also was ordered to forfeit just over $1,150 worth of illegally taken fish.

Dungeness crabber charged at Ketchikan

From the Alaska State Troopers:

Type: Retain undersized Dungeness crab
On 12/14/12 Alaska Wildlife Troopers, Ketchikan Post, cited David Vest, 36, of Ketchikan, for retaining commercially harvested undersized Dungeness crab, failing to complete a commercial fish ticket upon landing Dungeness, and unlawfully possessing undersized Dungeness. Vest was issued a summons to appear on 12/26/12 in Ketchikan District Court for arraignment.

Haines fisherman charged with double violation

On 11/29/12 Alaska Wildlife Troopers issued Wayne Chambers, 46, of Haines, two summonses for commercial fishing during a closed period. Chambers was observed fishing during a closed period on July 8 and 10 in Lynn Canal north of Point Bridget. He was given a court date of 12/20/12 in Juneau District Court.

Geoduck, sea cucumber cases result in fines

From the Alaska State Troopers:

Location: Ketchikan
Type: Conviction
On 5/8/12 Le Jiayong, 57, of Ketchikan, was cited by Alaska Wildlife Troopers, Ketchikan Post, on 19 counts of falsifying commercial fish tickets and unlawful possession of commercially taken geoduck clams. Le was cited after investigation revealed he had purchased commercially taken geoducks from four fishermen and provided false weights on Alaska Department of Fish and Game fish tickets. Investigation by Ketchikan and Klawock Wildlife Troopers found that Le misreported the actual weights of clams and failed to report clams that had been harvested in excess of trip limits. On 10/25/12, through a plea agreement made with the Ketchikan District Attorney's Office, Le had 18 charges dismissed and pled guilty to one count of falsifying fish tickets. Le was fined $250 and placed on a year's probation.

On 4/10/12 Le Jiayong, 57, of Ketchikan, was cited by Alaska Wildlife Troopers, Ketchikan Post, for returning 22 commercial fish tickets later than the seven-day requirement. On 10/25/12, through a plea agreement made with the Ketchikan District Attorney's Office, Le had 21 charges dismissed and pled guilty to one count of failing to return fish tickets in the time required. Le was fined $2,500 and placed on a year's probation.

On 10/1/12 Matthew R. Pressly, 48, of Ketchikan, and Gregory S. Shaw, 34, and Samantha M. Pressly, 24, both of California, were cited by Alaska Wildlife Troopers, Ketchikan Post, for commercial fishing for sea cucumbers in closed waters. They were cited after troopers observed the F/V Lorelei commercial diving for sea cucumbers in closed waters of Trollers Cove on the east side of Prince of Wales Island. Investigation revealed the vessel had harvested 1,395 pounds of sea cucumbers from closed waters. The state seized the load of sea cucumbers valued at $5,580. On 10/19/12, through a plea agreement made with the Ketchikan District Attorney's Office, the three pled guilty to one count of commercial fishing in closed waters. Each defendant was fined $1,000 with a $500 suspended, and placed on a year's probation. Also, the proceeds of the seized sea cucumbers were forfeited.

Sportfish guide in trouble over claims of tuna, whale and other exotic catches on Kasilof River

On 12/10/12 the Alaska Wildlife Troopers in Soldotna issued a summons to Matthew P. Terry, 21, of Tuscaloosa, Ala., for failure to complete logbook as required by Alaska Department of Fish and Game. Terry submitted freshwater logbook pages that indicated he had taken the following species from the Kasilof River: Chupacabra, Tuna, Jack Beluga and Blue Whales. Bail was set at $210 or optional court appearance into the Kenai District Court within 30 days.

Suspicious person, Dec. 3, 1146 hours — Caller reported a tall man carrying a buoy, an activity which he found suspicious. Officers did not locate the buoy-sporting suspect.

Assistance rendered, Dec. 5 — Two men who had fallen, hurt themselves and were quite cold flagged down a police officer and requested a ride back to their vessel, stating they had been unable to flag down a taxi. The officer provided courtesy transport.

Found property, Dec. 6 — A kayak, on Summer Bay Road.

Public safety, Dec. 7 — Weather advisory issued after the National Weather Service issued a blizzard warning.

Trespass, Dec. 8 — Caller asked police to remove a woman from his residence, and told the responding officers that the woman never leaves after he invites her to his house. Officers suggested that perhaps he should stop inviting her. The woman left without incident.

Two accused of exceeding geoduck limit

On 11/29/12 Jeremy C. Jensen, 38, of Petersburg, pled guilty to one count of operating a commercial salmon seine during a closed period in District 11A north of Juneau. Jensen was fined $3,000 with $2,000 suspended and placed on probation for two years. The violation occurred 7/19/12 during the salmon seine fishery near Amalga Harbor.

On 11/16/12 the Alaska Wildlife Troopers in Soldotna issued a summons to Samuel A. Kuznetsov, 24, of Homer, to appear on 1/8/13 in Homer District Court. Kuznetsov was charged with commercial fishing with a drift gillnet in closed waters in Upper Cook Inlet on 7/9/12.

From the local police blotter:

Harassment, Nov. 11 — Officers mediated a dispute, which had erupted after one man blew cigarette smoke in the other's face, between two men from warring Somali tribes. Both men were barred from visiting any UniSea liquor establishments.

Ambulance request, Nov. 12 — EMS personnel stood by to provide transport for a patient arriving by tug boat. Medical attention was ultimately unnecessary.

Motor vehicle accident, Nov. 12 — A driver bailed from his vehicle when the brakes failed and the vehicle began rolling down an embankment into the water. The truck came to rest in approximately 15 feet of water at the Carl E. Moses Harbor, and was pulled from the water a short time later. No injuries were reported.

Suspicious activity, Nov. 13, 0125 hours — An amorous bloke who in a misguided attempt to attract a mate placed his genitals on full, flapping display in the roadway instead caught the attention of a passing police officer. The luckless lad was allowed to leave without charges since the intended victim couldn't be offended by what she couldn't see.

Disorderly conduct, Nov. 13 — Officers broke up a fight at the Harbor View bar, and ultimately arrested one drunken young man who couldn't resist taking a final swing at another participant even after the two had been separated. Sami Morris Maafu, 20, of Washington, was arrested on charges of disorderly conduct, minor on premises and minor in possession of alcohol.

Fire response, Nov. 16 — Fire personnel responded to the U.S. Coast Guard dock regarding a report of a fire onboard the drillship Noble Discoverer. The smoke reported was from an apparent backfire, and no action was required of responders. No injuries or damage were reported.

A mandatory court appearance was scheduled for 11/15/12 in Ketchikan District Court.

Hankins draws probation, $100,000 in penalties

Oregon man sentenced for commercial fishing crimes

ANCHORAGE — U.S. Attorney Karen L. Loeffler announced today that an Oregon man was sentenced in federal court in Anchorage for two counts of falsely reporting where he caught 31,000 pounds of halibut that he sold in Kodiak in 2007.

Freddie Joe Hankins, 47, of Cove, Ore., was sentenced on Nov. 8 by U.S. District Court Judge H. Russel Holland to fines totaling $25,000, a community service payment of $75,000, and three years of probation on the condition that all his fishing activities be recorded by an onboard electronic vessel monitoring system.

The sentence also requires Hankins to publish in National Fisherman magazine a statement acknowledging his wrongdoing in this case.

According to Assistant U.S. Attorney Stephen Cooper, the evidence established that Hankins had caught the halibut in an area where it was illegal for him to fish under the individual fishing quota system, and that he falsely stated in his landing reports that he caught the fish in another more distant but legal area.

Arne Fuglvog, former fisheries aide to U.S. Sen. Lisa Murkowski, who served a prison term for his fisheries conviction, testified at the Hankins trial that he had fished with Hankins, and that Hankins had previously made similar false landing reports claiming he caught his fish in the more distant but legal area when in fact he caught them in the area closer to port where the fishing was better but where it was illegal for him to fish.

Evidence also showed Hankins was convicted in state court in 2007 for falsifying a landing report to conceal the fact that he had exceeded the allowable bycatch of rockfish.

When sentencing Hankins, Holland found that Hankins had knowingly testified falsely at his trial when he denied he falsified the landing reports, and that this testimony amounted to perjury. The judge found further that Hankins was still "in a state of denial" about having committed the crimes for which the jury convicted him.

Loeffler commends the Office of Law Enforcement of the National Oceanic and Atmospheric Administration for the investigation of this case.

On 11/1/12 Alaska Wildlife Troopers, Klawock Post, cited Eric R. Larson, 32, and Morris B. Mattson, 46, both of Petersburg, for commercial fishing for geoduck clams in closed waters. Both individuals pled no contest in Craig District Court and were fined $3,000 with $1,500 suspended. The court ordered each to pay restitution of $2,000 for the illegally taken geoducks.

On 11/8/12 Alaska Wildlife Troopers, Klawock Post, cited both permit holders of the fishing vessel The Edge for unlawfully signing a fish ticket with an inaccurate weight after a delivery of commercially harvested geoducks at the E.C. Phillips processing plant in Craig. Randall Selness, 49, of Olympia, Wash., and Ian Walt, 47, of Friday Harbor, Wash., were issued a summons to appear in Craig District Court.

Trespass, Nov. 5 — Officer advised a man he was no longer welcome on St. Christopher-by-the-Sea property, per church administrators.

Public safety, Nov. 10 — Officer advised a drunken bar patron not to drive home this night. The man left on foot after loudly and repeatedly proclaiming the destruction of his life and reputation at the hands of police.

Sexual assault/offense, Nov. 10 — A rather irate man reported that one of the other men sharing his hotel room had within the last two hours tried to stick his hand down the victim's pants, twice, before lying on top of him. The victim elected not to pursue charges as he simply wanted some uninterrupted sleep, but demanded that the creep be removed from his room. UniSea security evicted the person forthwith, though he was allowed to get a room, by himself, for the remainder of the night.

On 11/07/12 at 2141 hours, Thomas Widmyer, 41, of Ketchikan, was arrested on an outstanding warrant stemming from failure to appear for order to show cause with the original charge stemming from a commercial fishing incident. Widmyer was lodged at the Ketchikan Correctional Center with bail set at $100.

Longline gear reported stolen in Kodiak

On 11/3/12 Alaska State Troopers were contacted by an adult male resident of Kodiak who reported the theft of commercial fishing equipment from a storage lot located in the area of Bells Flats. A preliminary investigation revealed that sometime since early September, a Kolstrand brand hydraulic longline hauler was cut from its base and stolen from the storage lot. The combined value of the hauler and damage to the base is estimated at $3,000.

Three gillnetters fined in Juneau court action

From the Alaska State Troopers:

Location: Juneau
Type: Trial — commercial fish closed period
On 11/6/12 Larry "Jev" Shelton, 70, of Juneau, was found guilty in Juneau District Court on one count of operating a commercial gillnet during a closed period. Shelton was charged after his vessel, the F/V Kirsten Anna, was observed by Alaska Wildlife Troopers in a state aircraft with some gillnet still in the water after the scheduled closure. The violation occurred in District 11B north of Circle Point. On a second charge of operating the vessel with obscured Alaska Department of Fish and Game numbers, Shelton was found not guilty though he was encouraged by the court to apply a fresh coat of paint. Shelton was fined $2,000 with $1,250 suspended and placed on probation for one year.

On 10/29/12 Winston Davies, 35, of Wrangell, was found guilty in Juneau District Court of commercial drift gillnet fishing during a closed period. Hoonah Wildlife Troopers had observed Davies onboard the F/V Blue Mist with his net still fishing more than 20 minutes after the gillnet fishery had closed in District 15C north of Juneau. Davies contended his net had become tangled with a sportfishing boat, and that caused him to not be able to pull in his net by the closure. Davies was ordered to pay $1,000 with $750 suspended and forfeit $200 worth of fish.

On 10/25/12 Donald A. Malcolm, 34, of Homer, pled guilty to one count of operating a commercial gillnet during a closed period in District 15C north of Juneau. Malcolm was fined $500 and ordered to forfeit $283 in illegally taken fish. Juneau prosecutors dropped a second count as part of the plea agreement. The charges stemmed from two separate incidents in July in which Alaska Wildlife Troopers first videotaped Malcolm fishing north of the Point Bridgett line, then observed him from the air the next day fishing south of the boat harbor line. Both incidents occurred in District 15C, which covers southern Lynn Canal. Commercial fishermen netted over $2.3 million worth of salmon in District 15C during the July 8-11 fishing period.

Sitka lodge owners fined after guilty pleas

On 11/6/12 Thomas C. Ohaus, of South Dartmouth, Mass., pled guilty in Sitka District Court to four counts of making false statements on sportfish licenses. Ohaus was fined $4,000 with $1,500 suspended, ordered to pay $3,165 in restitution to the state, and placed on one year probation. His sportfish license was revoked for one year, with the revocation suspended as a condition of probation.

His sportfish license was revoked for one year, with the revocation suspended as a condition of probation.

From the local police blotter:

Welfare check, Oct. 28 — Caller reported seeing unsupervised kids playing on a bridge and hanging from the rail over Iliuliuk Creek. Officer contacted the two boys who ultimately admitted to hanging off the bridge "a little bit." Officer explained the concerns about said behavior and advised them to no longer take such risks.

Assault, Nov. 1 — Caller reported she got punched in the head for no apparent reason. The complainant did not want to press charges. Investigation determined the complainant got punched because she wantonly hugged a friend of the assailant.

Drunk disturbance, Nov. 1 — Officers responded to the Grand Aleutian hotel where three "Samoans" reportedly beat up a tall white male who was described by witnesses as being rude, very racist and asking for a fight all night. Officers contacted the victim who refused to provide any information.

Suspicious activity, Nov. 1 — While conducting a bar check, officers were advised of an altercation that took place aboard a fishing vessel. Victim said he was not hurt or in fear and stated he only wanted the incident documented.

Criminal mischief, Nov. 2 — Hotel management reported a rental room at the UniSea Inn was "annihilated" by a patron. Under investigation.

Drunk disturbance, Oct. 21 — Officers responded to the airport bar regarding an altercation involving multiple people, and found that two men had been wrestling — an activity in which they regularly participate — and had no intention of hurting one another. The participants and their audience left the area without incident.

Theft, Oct. 23 — Vessel captain reported a significant quantity of cod gear had been stolen from two container vans, sometime during the last four months, and asked for additional patrols of the area where the container vans are stored.

Suspicious activity, Oct. 25, 0230 hours — Vehicle owner said four men were in the parking lot at Safeway, trying to lift up his van. Officers determined several men from a U.S. Coast Guard cutter had dared another man to lift the vehicle off the ground.

Ambulance request, Oct. 14 — EMS personnel provided care and transport for a fisherman who had been electrocuted onboard his vessel.

Assistance rendered, Oct. 16 — Message passed on to a man at sea regarding a family emergency.

Assault, Oct. 16 — Officers responded to a processing facility regarding a fight between two drunken sots. The men had already been separated and denied anything more than wrestling with one another. No charges were filed.

Domestic disturbance, Oct. 18 — Officers investigated a noise complaint in a UniSea bunkhouse and discovered the clamor was due to a mother berating her daughter's lifestyle choices. Alternative lodging for one of the women was offered but refused.

Assist other agency, Oct. 19 — NOAA representative asked for assistance assessing the status of a weather radio tower, with which they have had numerous recent problems. An officer checked the tower and provided the information to NOAA.

Assist other agency, Oct. 20 — An officer conducting a traffic stop on an erratic driver later learned the driver was wanted on federal charges relating to passport fraud in New York. Luis Enrique Rodriguez, 46, was subsequently arrested on the federal warrant.

Environmental, Oct. 20 — Caller reported two people riding motorcycles through the salmon-spawning stream at Morris Cove. Alaska State Troopers offered to investigate, and responded to the area.

Civil, Oct. 20 — Fisherman complained that his captain had seen him drinking a beer, had told him he was in violation of the company's no-alcohol policy and had fired him upon his return to the vessel. An officer advised the fisherman that the captain was well within his rights to do so.

Sablefish harvester cited at Dutch Harbor

On 10/15/12 Dutch Harbor Wildlife Troopers issued a summons to George Martushev, 25, of Mt. Angel, Ore., for commercial sablefish fishing in state waters without having his vessel registered with the Alaska Department of Fish and Game for the state waters sablefish fishery. Arraignment set for 11/14/12 in Unalaska District Court.

Welfare check, Oct. 8 — Officers checked on a man who had apparently passed out after inhaling paint fumes onboard a vessel. The man appeared healthy and declined medical services.

Suspicious activity, Oct. 10, 0201 hours — Officer observed a "Deadliest Catch" star urinating in puddle and advised the man, as he zipped his pants and denied any such activity, that it was illegal to urinate in public.

Suspicious person, Oct. 12 — Caller reported a strange man knocking on his apartment door, and believed it might be the same man who had earlier left messages with a ranting request to pray at the church.

Assistance rendered, Oct. 12 — Officer conducted a walk-through of the airport terminal after airline staff reported a number of people, whose flights had been delayed by several days, were agitated and disgruntled.

Black cod fisherman cited over lack of permit card

On 10/7/12 Alaska Wildlife Troopers, Seward Post, issued a summons to Donald Eugene Bridges, 54, of Anchorage. Investigation revealed that Bridges, while commercial fishing on the F/V Currency, did catch and retain 3,242 pounds of black cod without having a required Commercial Fisheries Entry Commission permit card for black cod. Arraignment set for 11/6/12 in Seward District Court.

Troopers say raft lacked license to haul sea cukes

On 10/2/12 Michael K. Reif, 57, of Sitka, was cited for using an inflatable raft to tender commercially caught sea cucumbers without having it licensed with the Commercial Fisheries Entry Commission. Reif's crewmember was using the boat to retrieve and drag back bags of sea cucumbers to their main dive vessel.

Welfare check, Sept. 30, 0235 hours — An intoxicated man phoned police to report he was with another, even more intoxicated man and was worried this second inebriate might fall into the water while trying to step from the dock to his boat. Officers responded and attempted to help the second inebriate onto his boat, only to have him step from dock to air. The hold officers had on him prevented him from going fully into the water. He was eventually loaded onto his vessel and turned over to a sober third party.

Domestic disturbance, Oct. 5 — An intoxicated man told police that his wife's belligerent behavior necessitated him kissing her behind. Officers responded to the residence and found that both inebriated parties had already gone to bed.

Drunk disturbance, Oct. 6 — Officers responded to a Bering Fisheries bunkhouse after receiving a report that a confrontational and intoxicated employee was attempting to fight with other employees. Officers allowed the drunk to clean up his own vomit before advising him to go to bed or risk being arrested.

Drunk disturbance, Oct. 6 — A drunken, mouthy bar patron spit in another man's eye and was then surprised when "out of nowhere" he received two rapid blows to his face. The victim of the spit attack felt that justice had been served and no further action was necessary.

Trespass, Oct. 6 — Two men who had been involved in an altercation at the Harbor View bar were issued trespass advisements, per UniSea security.

Three charged, 1,395 pounds of sea cukes seized

On 10/1/12 Matthew R. Pressly, 48, of Ketchikan, and Gregory S. Shaw, 34, and Samantha M. Pressly, 24, both of California, were cited by Alaska Wildlife Troopers, Ketchikan Post, for commercial fishing for sea cucumbers in closed waters. The three were cited after AWT observed the F/V Lorelei diving for sea cucumbers in closed waters in Trollers Cove of Prince of Wales Island. Investigation revealed the vessel had harvested a total of 1,395 pounds of sea cucumbers from closed waters. The state seized the load of sea cucumbers, valued at $5,580. Arraignment is scheduled for 10/18/12 in Ketchikan District Court.

Two Metlakatla salmon gillnetters charged

Type: Multiple violations
On 9/28/12 Alaska Wildlife Troopers, Ketchikan Post, charged Richard Burton, 60, of Metlakatla, with commercial drift gillnetting for salmon in closed waters on the F/V Miss Kris. He also was charged with unlawful possession and lack of a Commercial Fisheries Entry Commission permit. Burton was observed fishing on 9/18/12 in Nichols Passage of District 1F. Burton has a mandatory court appearance in Ketchikan District Court.

On 9/28/12 Alaska Wildlife Troopers, Ketchikan Post, charged Trennis J. Hayward, 34, of Metlakatla, with commercial drift gillnetting for salmon in closed waters on the F/V Lil Coop. He also was charged with unlawful possession and lack of a Commercial Fisheries Entry Commission permit. Hayward was observed fishing on 9/18/12 in Nichols Passage of District 1F. Hayward has a mandatory court appearance in Ketchikan District Court.

Forgery, Sept. 24 — A counterfeit $100 bill was discovered in a bank customer's deposit. Officers determined the bill apparently had been tendered the previous night at the Harbor View bar and had then been distributed with bar employee tips. The bank manager informed local businesses of the incident.

Suspicious activity, Sept. 25, 0208 hours — Officers found a drunk attempting to summit a processing plant building. The drunk, who had appeared to be talking to someone already on top of the building, denied that he had any companions.

Harassment, Sept. 25 — Processing plant employee reported being slandered by an unidentified coworker who had posted on Facebook a picture of the employee in a compromising position. Under investigation.

Protective custody, Sept. 25 — A rather intoxicated man who decided that a table in the lobby of the Grand Aleutian was a suitable substitute for a urinal was taken into protective custody.

Drunk disturbance, Sept. 27, 0250 hours — Officers contacted two intoxicated fishermen who were engaged in a deadly serious game of tug-of-war with a purple tutu, which both of them claimed as their own. Officers suggested they drop both the tutu and the argument, as it hardly seemed worth going to jail over such a flimsy issue.

Suspicious activity, Sept. 27 — Karl E. Rasmussen, 20, of Washington, was charged with false information and minor in possession of alcohol after he lied to officers about his date of birth and Social Security number after he was found passed out in a UniSea bunkhouse.

Gustavus gillnetter wins one, loses one at trial

On 9/27/12 Winfield Jedediah Bickford-Harding, 36, of Gustavus, was found guilty on one count of operating a commercial gillnet during a closed period in 2011 in District 11B. He was found not guilty on a second count of operating a commercial gillnet during a closed period in District 15C. On the conviction, Bickford-Harding was fined $3,000 with $1,500 suspended and ordered to forfeit $863 worth of illegally taken fish. He also was placed on probation for 18 months.

Sitka troller accused of illegal Chinook possession

On 9/21/12 Alaska Wildlife Troopers, Sitka Post, contacted Kenneth DesRosiers, 53, of Sitka, regarding a report of illegal possession of king salmon. Investigation revealed DesRosiers possessed commercial troll-caught king salmon onboard his vessel after the king salmon closure and while trolling for other salmon species. DesRosiers was cited with an arraignment set in Sitka District Court.

Suspicious activity, Sept. 16 — A driver left his vehicle parked in the middle of the roadway while he investigated the interior of a salmonberry thicket. The driver told an officer that other people had left their vehicles in the same location, so he assumed parking in the roadway was acceptable.

Theft, Sept. 20 — Officer responded to a processing plant where rival groups of men were threatening to fight one another over the alleged theft of a cell phone. The men were advised of the various charges they all faced if such action continued.

Disorderly conduct, Sept. 20 — An intoxicated man with a $337 bar tab refused to pay his bill and instead returned to his hotel room and passed out. After officers arrived he attempted to pay with an $8,000 check, which could not be accepted. The inebriate was allowed to stay the night, to be evicted in the morning.

Liquor law violation, Sept. 22 — Acting on a tip from another patron, an officer checked the Harbor View bar bathroom and found a pair of blue Converse shoes and associated body parts sticking out of a bathroom stall. The drunk to which the shoes were attached eventually stumbled out of the stall and was advised he was not allowed to remain on the premises.

Welfare check, Sept. 22, 0552 hours — Officers checked on a man running back and forth across the roadway and found a mildly intoxicated young man who said he was enjoying the wet and windy weather and was walking to his brother's vessel.

Southeast crabber convicted, forfeits $88K catch

Type: Conviction — crabbing violations
On 9/18/12 Jay Thomassen, the permit holder on the F/V Angelette, was convicted of two misdemeanor counts. The charges were the result of an Alaska Wildlife Troopers investigation that showed Thomassen committed several commercial fishing violations during the 2012 golden king crab season. Thomassen pled guilty to one count of fishing in closed waters and one count of retaining undersized golden king crab. He was ordered to pay $6,000 and forfeit his catch valued at $88,222.20 to the state of Alaska.

Two teens arrested in vandalism of Icicle cannery

Location: Larsen Bay, Kodiak Island
Type: Burglary, criminal mischief
On 9/14/12 at approximately 1042 hours, Alaska State Troopers received a report that the Icicle Seafoods cannery in Larsen Bay had been broken into and vandalized. Investigation revealed a warehouse belonging to Icicle had been broken into sometime between 2200 hours on 9/13/12 and 0800 hours on 9/14/12. A forklift inside the warehouse was driven through a wall of the warehouse breaching the outside wall. A pallet with packing for processing was also damaged. Icicle Seafoods estimated the damages at approximately $20,000. The investigation resulted in the arrest of Pete Muller, 19, and Derick Hochmuth, 19, both of Larsen Bay. Muller and Hochmuth were lodged into the Kodiak jail to await arraignment.

Animal, Sept. 4 — Caller reported having been treated at the clinic for two puncture wounds on her head, compliments of a local bald eagle.

Protective custody, Sept. 4 — Officers took into custody a severely disturbed man who believed he was already dead and in heaven.

Assistance rendered, Sept. 5 — Officer spoke with a company manager who had received word that three of his employees would be arrested upon their return to port, due to their failure to complete certain work as assigned. An officer assured the company rep that this was a civil matter and no arrests would be made.

Public safety, Sept. 5 — UniSea employee reported poor driving on the parts of many drivers who had been diverted, due to road construction, through the pedestrian-laden UniSea processing area.

Ambulance request, Sept. 7 — EMS personnel provided care and assistance to a man whose head had been struck by a falling case of frozen fish.

Criminal mischief, Aug. 28 — Business owner reported one of her houseplants, left in an Intersea Mall hallway, had been knifed repeatedly by an unidentified assailant.

Welfare check, Aug. 28 — Desperate girlfriend asked police to check on her boyfriend, who was supposed to call this morning and had not yet done so. Vessel personnel helped officers locate the man, who was sleeping soundly in his bunk, and deliver the message to phone his gal.

Suspicious activity, Aug. 28 — Officers investigated a months-old incident in which a mother's boyfriend was accused of kissing the mother's daughter while she was sleeping. All parties reported the man accidentally kissed the daughter while standing on a table to put away a pillow.

Suspicious activity, Aug. 30, 0204 hours — Officers responded to a bunkhouse regarding an alleged fight in progress and found several grown men irritating another by continually turning off the electricity to the single man's room. The men were advised to resolve their differences and keep their noise to a minimum.

Suspicious activity, Sept. 1 — Complainant reported a swastika had been spray-painted on the sidewalk near the Public Works facility. A road construction superintendent said he would see that the symbol was removed.

Assistance rendered, Sept. 1 — A man reported he had been slapped and hit in the right eye after asking a woman if she was pregnant. The man was not injured and did not wish to press charges.

Assault, Sept. 1 — Joshua L. Ellis, 26, of Washington, was arrested on one count of disorderly conduct, two counts violating conditions of release and one count of false information to a peace officer after he was chased down and dragged from the car under which he was hiding. Ellis had hid under the car after repeatedly walloping an unidentified victim in front of the Harbor View bar. The victim and most witnesses fled while Ellis was being detained.

Assistance rendered, Aug. 19 — Man reported an intoxicated, screaming and emotionally distraught woman had a breakdown at the Grand Aleutian hotel. Officers contacted an inebriated couple who had left the bar a few hours earlier and learned their rendezvous had quickly ended when the woman appeared to suffer a nervous breakdown shortly after they initiated consensual fondling. No harm was done to either party. Officers helped the woman to her own lodging for the night.

Suspicious activity, Aug. 19 — Homeowner reported her clothesline and doghouse had been spoliated in the night by an unidentified scoundrel. The responding officer found this was indeed the case. No suspects were identified.

Animal, Aug. 19 — Second-party caller reported two hunters near Cold Bay had found a seriously injured bear cub, and wanted permission to kill the cub. An officer contacted Alaska Wildlife Troopers, who advised the civilians not to kill the cub and to let Izembek National Wildlife Refuge personnel address the issue if need be.

Theft, Aug. 20 — Intoxicated caller reported some of his alcohol, among other things, may have been stolen by his good dipsomaniac friend. He asked that officers contact him in the morning about this scandalous situation.

Disorderly conduct, Aug. 21 — An intoxicated employee broke "everything in sight" with a fire extinguisher after he was asked to leave because of his drunken condition. The inebriate fled the area before officers arrived.

Suspicious activity, Aug. 22 — Mounds of excrement, origin unknown, have been found for the past several days at a construction staging site. Construction workers opine, based on the egesta's general condition, that it is freshly deposited each day.

Theft, Aug. 22 — Officers investigated allegations of product theft by processing plant employees. There was insufficient evidence to pursue charges against any plant employees.

Assault, Aug. 24 — Manolito I. Reyes, 55, of Unalaska, was arrested for assault after his roommate told police Reyes had threatened to cut his tongue out and had then chased him while wielding a crowbar. Surveillance video confirmed the gist of the victim's story.

Environmental, Aug. 24 — Caller reported boaters harassing whales in Unalaska Bay. Information passed on to National Marine Fisheries Service.

Theft, Aug. 24 — A man who left his iPad in a garbage sack in a processing facility reported it had been stolen sometime while he was away from the plant, fishing. No suspects were identified.

Trespass, Aug. 25 — Officer issued a trespass advisement, per UniSea security, to a man who had been found sleeping in one of their vans.

Animal, Aug. 25 — Mother reported that two young girls had her family's dog and refused to give it back. Officers investigating the dog-napping complaint found that the family dog had been voluntarily given away at least a week earlier, and advised both parties that custody of the pooch was a matter best suited for civil court.

Troopers seek information on big oyster heist

On 8/18/12 Alaska State Troopers in Klawock received a report of trespass and theft at the Naukati community oyster farm. The complainant reported that at some point between 8/13/12 and 8/17/12, an unknown individual had stolen a bin of oysters from the farm. The bin was reported to contain 30,000 to 40,000 oyster spat, and was valued at $1,100 to $1,500. The investigation is ongoing. Anyone with information about this incident is encouraged to contact the Alaska State Troopers, Klawock Post, at 1-800-754-2918.

Wanted man arrested aboard boat at Craig

On 8/24/12 Alaska Wildlife Troopers, Klawock Post, contacted Carl Liberty Jr., 22, onboard the F/V Ida Marie at the Craig harbor. Liberty had a felony $5,000 outstanding warrant from Sitka. He was arrested, transported and remanded to the Craig jail.

Sitka troller cited over undersized king salmon

Troopers seize Dungeness gear near Petersburg

On 8/23/12 Alaska Wildlife Troopers onboard the P/V Enforcer inspected commercial Dungeness crab gear inside of Duncan Canal after the area closed to Dungeness fishing at 1159 hours on 8/15/12. As a result, AWT seized gear either stored illegally or illegally fishing during a closed season. Investigations continue.

On 8/22/12 Ryan K. Green, 30, of Juneau, pled guilty to one count of operating a commercial gillnet in the closed area of Port Snettisham. Green was fined $2,000 with $1,000 suspended, placed on probation for one year and ordered to forfeit the value of the illegally taken fish.

Suspicious activity, Aug. 12 — A young man who attempted to use a fake ID to purchase beer fled from the area before police arrived. The legitimate owner of the ID is employed on a fishing vessel whose captain refused to provide any information about the ID owner's whereabouts.

Theft, Aug. 13 — Taxi driver reported a man who habitually fails to pay his fare had once again absconded without paying. Officers found the man sleeping in another man's house, and walked with him through the neighborhood until he was able to beg enough money from friends to pay the taxi driver.

Welfare check, Aug. 14 — Officers responded to the airport regarding an intoxicated man who had apparently crawled from the terminal to the waterfront, after which he had not been seen again. Officers located the inebriate, who had simply been looking at the pretty beach, and ensured he had transportation back to his hotel.

Drunk disturbance, Aug. 16, 0043 hours — Officers responded to the Grand Aleutian hotel regarding some sort of commotion involving a man and a woman in the women’s bathroom. Officers found an intoxicated woman who claimed the two had engaged in consensual carnal relations and an intoxicated man who denied any sexual activity at all with the woman. Officers issued trespass advisements, per hotel staff, to the couple.

Trespass, Aug. 16, 0140 hours — Two inebriates who had been issued trespass advisements returned to the hotel and groveled for access to rooms for the night.

Assistance rendered, Aug. 16 — Officers refereed a dispute between two groups of men who had engaged in a pushing match on a dock.

Ambulance request, Aug. 16 — EMS personnel transported the body of a man who had died while being medevaced to Unalaska from a vessel at sea.

Assault, Aug. 16 — Officers arbitrated a drunken dispute between coworkers on a vessel, and told one man to go to his room.

Welfare check, Aug. 18 — Caller reported two inebriates, one barefoot, walking along the roadway. Officers contacted a reeking, disheveled and barefoot man who said he lost his shoes after partying all night at the bar. The officer provided transport for the drunk to his vessel.

Ambulance request, Aug. 18 — EMS personnel provided care and transport for a man who had amputated his thumb.

Petersburg man fined $1,500, forfeits catch value

On 8/14/12 Joel Randrup, 46, of Petersburg, pled guilty in Juneau District Court to one count of operating a commercial gillnet in the closed waters of Limestone Inlet within District 11B. He was fined $3,000 with $1,500 suspended and ordered to forfeit the value of the illegally taken fish. Randrup also was placed on probation for one year.

On 8/11/12 at 1500 hours, Alaska Wildlife Troopers, Seward Post, cited Ilia Nikolai Kuzmin, 36, of Homer, on the F/V Currency. An investigation revealed Kuzmin discarded/wasted/dumped 365 pounds of commercially caught shortraker rockfish over the side of his vessel into Resurrection Bay near Seward on 8/11/12. Arraignment set for 9/4/12 in Seward District Court.

Lost property, Aug. 5 — A green card, perhaps on or near a boat in the Bobby Storrs harbor.

Welfare check, Aug. 6 — Woman reported that while out for a walk in a local park, her dog had sniffed at an unmoving body that was covered with "garbage." An officer contacted a now upright and urinating man who had bedded down in the park on cardboard and plastic bags because his assigned bunkroom was too noisy. He was advised that park rules do not allow for camping.

Five Haines gillnetters fined, forfeit catch value

Type: Sentencing — commercial fish closed period
On 8/9/12 the following commercial fishermen entered pleas of no contest in Juneau District Court to charges of commercial fishing "over the line." All of the charges stemmed from violations in District 15C north of Juneau during the July 8-11 fishing period. During the three days of fishing, a total of 175 commercial gillnetters caught a reported 340,000 chum salmon valued at over $2.3 million.

• Thomas Williams, 60, of Haines, was fined $2,000 with $1,000 suspended and ordered to forfeit the value of the fish taking during the illegal set. He was given one year of probation.

• Woody Pahl, 23, of Haines, was fined a total of $4,000 on two charges with $2,000 suspended. He was ordered to forfeit the value of the fish taken during the two illegal sets, and was given a year of probation.

• Brian O'Riley, 64, of Haines, was fined $3,000 with $1,500 suspended and ordered to forfeit 80 percent of the value of the fish taken during the illegal set. He was given a year of probation.

• Gerald Albecker, 58, of Haines, was fined $2,000 with $1,000 suspended and ordered to forfeit the value of the fish taken during the illegal set. He was given a year of probation.

• Martin L. Smith, 42, of Haines, was fined $3,000 with $1,000 suspended and ordered to forfeit $2,100 worth of illegally taken fish. In addition, Smith had $2,500 in previously suspended fines added to his probation period of two years.

Three additional cases are still pending from this fishery.

Southeast crabber draws 215-day jail sentence

Type: Sentencing — crab violations, contempt of court
On 8/2/12 James Royal Seymour, 36, of Southeast Alaska, was sentenced in Juneau District Court on a total of eight separate cases involving crimes committed between 2007 and 2011. Included in the crimes were multiple commercial crab violations in Hoonah, Petersburg and Juneau. As a result of failing to appear for multiple court hearings, Seymour also was charged with contempt of court, failure to appear and violating conditions of release. Seymour also had several petitions to revoke his probation filed. In all, Seymour was sentenced to serve 215 days in jail. Seymour has been held at the Ketchikan Correctional Center since May 10, after he was arrested on several outstanding warrants. At that time, Seymour was observed by an off-duty wildlife trooper at the swimming pool and later arrested by Ketchikan city police officers. Seymour commercially fished from the F/V Loyal Lady.

Suspicious activity, July 29 — Officer obtained information about another possibly illegal gambling ring. Under investigation.

Environmental, July 31 — Report of a propane-like smell around a processing plant. No leaks were noted by plant personnel.

Harassment, July 31 — Woman reported having been harassed by a ship's officer. The matter was resolved a few days later when the crewman was fired for his behavior.

Suspicious activity, Aug. 3 — Police and harbor officers investigated a report of vandalism on the historic USS Northwestern. Investigation indicated the vandals had targeted a nearby barge by spray-painting graffiti on the side.

Trespass, Aug. 3 — Vessel captain reported a recently fired employee had returned to the vessel without permission, and asked that an officer advise the man he was not welcome onboard the boat.

Theft, Aug. 3 — Officer investigating illegal gambling learned that several cases of crab may have been stolen by an as-yet unidentified person. Under investigation.

Assist other agency, Aug. 4 — A round-the-world sailor reported that his outboard motor had been stolen in Akutan. Information passed on to the Alaska State Troopers.

Suspicious activity, Aug. 4 — Resident reported a neighbor's fish waste was attracting a large number of eagles to the neighborhood. An officer contacted the suspects and advised them to secure their fish carcasses in such a way that they did not attract eagles or other varmints.

On 8/5/12 Cody Loomis, 32, of Sitka, was issued a summons to appear in Sitka District Court for failing to have a Commercial Fisheries Entry Commission permit while commercial longlining. An investigation by the Sitka Wildlife Troopers showed that on 5/17/12, Loomis, captain of the F/V Dorothy Ann, attempted to land a catch of halibut without a CFEC permit.

Traffic crime, July 18 — Officer stopped a speeding driver and learned that the sober driver, who was taking several drunken crewmembers home, did not have a valid license. Joshua T. Wood, 26, was cited for driving while license suspended.

Theft, July 20 — A woman who saw a pretty green traffic cone and filched it because she was enamored of its bright fluorescent color was contacted by officers and ordered to return the cone to its rightful owner. The victim attempted to placate the thief by offering her an orange traffic cone instead. She refused, though she readily accepted the pretty green cone when he relented and offered to let her keep it.

Theft, July 22 — A pickup which was allegedly stolen during the night was found in the bay near Westward Seafoods, having apparently been driven first into a ditch, then out of the ditch and across the roadway, and finally down an embankment and into the water. Under investigation.

Suspicious person, July 22 — An enraged family man spending the evening on the beach began roundly cursing a young woman who was also enjoying the evening and whose dogs had wandered as close as 150 feet from his wife and child. The woman reported the incident in case the enraged family man gave an encore performance.

Drunk disturbance, July 23 — Bar employee reported a drunken patron had instigated a fight with another customer and had then proclaimed her "Satan" when she ordered him to leave the facility. An officer contacted the inebriate and advised him he would be arrested if he returned to the bar.

Drunk disturbance, July 25, 2131 hours — Officers issued a trespass advisement to a sobbing, intoxicated man who had been asked not to return to the Airport Bar after he began a disconcerting dance inside the restaurant and argued with employees about payouts for scratch cards.

Assistance rendered, July 25 — Airline personnel requested a walk-through at the airport, which was full of inebriates who might well be denied the opportunity to board their flights.

Trespass, July 26, 0012 hours — Officer issued a trespass advisement to a no longer sobbing but still intoxicated man whose obstreperous behavior could not be tolerated at the Grand Aleutian hotel.

Protective custody, July 26, 0128 hours — A now comatose but no longer sobbing inebriate was taken into protective custody after he was found passed out in front of the clinic, where he had tottered for treatment of medical problems which he refused to divulge to medical practitioners.

Suspicious activity, July 26 — Anonymous caller reported a man appeared to be using a long-handled garden implement to beat at a flock of about 20 eagles in his yard. The responding officer found a hoe-wielding homeowner hacking a halibut carcass while three eagles sat on the sidelines.

Suspicious activity, July 26 — Caller reported three men in swim trunks, preparing to jump off the South Channel Bridge. An officer contacted the waterlogged leapers below the bridge and advised them that such activities were inherently dangerous.

Noise disturbance, July 26 — Caller reported hearing a muffled explosive sound from the beach. The responding officer found several teens testing refinements to their potato launcher by lobbing spuds over the ocean.

Suspicious activity, July 27 — A potted plant, pinched five days earlier, was returned after having been uprooted and clearly mistreated. The potted plant pilferer was not identified.

Trespass, July 27 — Officer issued a trespass advisement, per UniSea security, to a sobbing man whose unproductive solicitations for sex the previous night had rendered him unwelcome at any of UniSea’s public facilities.

Trespass, July 27 — A man who had been ordered from the Airport Bar after he declined the opportunity to buy everyone in the bar a drink, was later denied the opportunity to board his outbound flight due to his level of intoxication.

Disorderly conduct, July 27 — UniSea security asked officer to tell a tenant not to feed salmon scraps to resident eagles. An officer did so.

Ambulance request, July 27, 2155 hours — EMS personnel provided care and transport for a patient who was reportedly dying.

Assistance rendered, July 27, 2156 hours — Officer assisted EMS personnel with a patient who had several minor facial injuries.

Welfare check, July 28 — A driver nearly ran over a drunk who had passed out on the roadside near the South Channel Bridge. The drunk, who maintained he was simply admiring the stars, was eventually claimed by his employer and taken to his residence.

Assistance rendered, July 28 — Crewman reported one of his mates had gone missing after having checked out of their hotel this morning, and asked that officers keep an eye out for the man.

Animal, July 28 — Caller reported having been attacked by a bald eagle while standing, fortuitously, just outside the clinic.

On 7/26/12 Larry "Jev" Shelton, 70, of Juneau, was cited for operating a commercial gillnet during a closed season and for having obscured Alaska Department of Fish and Game numbers on his vessel. Shelton was given an arraignment date of 8/8/12 in Juneau District Court for the closed period summons, and was issued a $200 citation for the obscured numbers.

Type: Conviction — undersized king salmon
On 7/24/12 Peter G. Krovina, 63, of Sitka, pled guilty to one count of retaining an undersized king salmon during the commercial summer troll opening. Krovina was fined $1,000 with $500 suspended, and was ordered to pay $150 restitution for the undersized fish. He also forfeited the fish, and was placed on probation for one year.

Alex was cited on 7/12/12 for operating the F/V Pacific Belle over the line during the purse seine fishery held near Amalga Harbor. He was given a court date of 7/25/12 in Juneau District Court.

On 7/15/12 at approximately 1600 hours, Alaska Wildlife Troopers aboard the patrol vessel Sentry contacted Joel Randrup, 46, of Petersburg, who was observed fishing 350 feet inside the closed portion of Limestone Inlet. Randrup was issued a citation for commercial fishing in closed waters, and 4,502 pounds of salmon was seized. He must appear on 7/26/12 in Juneau District Court.

Animal, July 8 — Caller reported his dog had been attacked by eagles nesting on Strawberry Hill, between APL and Coastal docks. This attack was the third such in the last few weeks, and signs were placed to warn other ramblers of the danger.

Welfare check, July 12 — A man who was fired from his job, had no place to live and no way to return to his home phoned police to report this emergency.

Trespass, July 13 — Officer issued a trespass advisement, per UniSea security, to a man who had been fired by another employer and had for the last three days been availing himself of UniSea's lodging and food without their permission.

Ambulance request, July 13 — EMS personnel provided care and transport for a man who had fallen about 20 feet onto a dock.

Drunk disturbance, July 14, 0052 hours — Bering Fisheries security requested assistance with an intoxicated man who kept wandering from one bunkhouse to another and refused to leave the premises. Officers contacted the drunk, who already had a hotel room and couldn't quite explain why he felt it necessary to traipse about the processing facility.

Drunken Icicle cannery hand arrested after gunfire

Type: Misconduct involving weapons
On 7/12/12 Timothy A. Crozer, 47, of Moses Lake, Wash., was arrested in Egegik by a village public safety officer. VPSO investigation revealed that on 7/12/12 at about 0100 hours, Crozer, who was employed at the Icicle Seafoods plant, was intoxicated and placed other employees and Egegik residents in fear when he discharged a handgun multiple times around the plant and village. Crozer was charged with assault, misconduct involving weapons and reckless endangerment, and was later transported by troopers to the Bristol Bay Borough jail. No one was injured during this incident.

Trespass, July 1 — Officers issued a trespass advisement, per UniSea security, to an ex-employee who had worn out his welcome at their facilities.

Assault, July 3 — Officers responding to a report of a fight in progress on a local dock found three bloodied and laughing men waiting for them. The trio told officers they were not fighting, simply wrestling like real men.

Fire response, July 6, 1223 hours — Fire personnel responded to the Kloosterboer dock regarding a large ammonia leak on a dockside vessel.

Drunk disturbance, July 6 — Two drunken, obnoxious men were arrested after the members of a herd of boors spit at a bartender, groped a security officer and refused to leave the Cape Cheerful premises. Kevin Wray, 52, was arrested for harassment and Christopher J. Rasmussen, 51, was arrested for criminal trespass and resisting arrest.

Ambulance request, July 7 — EMS personnel provided care and transport to a man with head injuries after a fall in a freezer hold.

Man stabbed with fillet knife at Kvichak setnet site

Type: Domestic violence assault
On 7/8/12 at approximately 0740 hours, the Alaska State Troopers in King Salmon learned of a stabbing that had occurred at a setnet site approximately nine miles up the Kvichak River from Naknek. Troopers responded to the setnet cabin. Investigation revealed that Mary Anelon, 49, of Newhalen, had stabbed a man in the thigh with a fillet knife. The victim was in stable condition. Anelon was arrested for domestic violence assault and transported to the King Salmon jail for arraignment. Alcohol was a factor in the assault.

On 7/2/12 Alaska Wildlife Troopers, Cordova Post, observed a vessel operating a drift gillnet in waters closed to commercial fishing. Investigation revealed that the vessel was the F/V Bounty, operated by Erik Kokborg, 58, of Cordova. Kokborg was summoned to appear for arraignment on 7/25/12 in Cordova District Court.

Prince William Sound fisherman cited, fish seized

On 7/5/12 Richard Mill, 45, of Ninilchik, was cited by the Valdez Wildlife Trooper for commercial fishing on 7/2/12 in closed waters near Unakwik Inlet. The fish taken as a result of the violation were seized. Arraignment set for 9/27/12 in Valdez District Court.

Hand trollers cited for lack of proper crew licenses

Type: Unlicensed crewmen
On 7/2/12 Alaska Wildlife Troopers, Sitka Post, contacted the F/V Profasea commercial hand trolling near Kruzof Island with rod and reel gear. Investigation revealed three nonresident crewmembers were fishing under seven-day ($30) crew licenses which are specifically prohibited from being used in a rod and reel commercial fishery. Participants using rod and reel gear for commercial fishing are required to purchase annual crew licenses at a higher cost ($60 for residents, $200 for nonresidents). Steven Yuasa, 63, David T. Cosser, 40, and Bruce A. Biesold, all of Washington, were cited for commercial fishing without valid crew licenses. The permit holder and operator, Kevin R. Mcnamee, 42, of Sitka, was cited for employing unlicensed crew. Bail for each count set at $260 in Sitka District Court.
