Crabber nets $2K fine for undersized Dungeness

Type: Conviction
On 12/22/15 Peter Roddy pled guilty in Sitka District Court to one misdemeanor count of possession of undersized commercial Dungeness crab, as part of an agreement through the Sitka District Attorney's Office. Roddy was fined $6,000 with $4,000 suspended and the undersized crab previously seized were forfeited. Roddy was placed on probation for one year. An additional charge of failing to complete a fish ticket was dismissed as part of the agreement.

Sitka fisherman fined in unlawful sales case

Location: Sitka
Type: Conviction
On 6/16/15 Matthew L. Wilson, 57, of Sitka, pled guilty in Sitka District Court to two misdemeanor counts each of unlawful commercial fishing practices and filing a false fish ticket. Wilson was fined $4,000 with $1,500 suspended, ordered to pay joint restitution with a separate defendant, and placed on probation for two years. Two charges of unlawful possession of commercial fish were dismissed. The case resulted from a 2014 investigation which showed Wilson sold king salmon on at least two occasions from another fisherman who was not licensed to fish commercially. Wilson also falsely reported taking the fish himself as well as misreporting the areas the fish were taken.

Seiner penalized $37K in salmon-driving case

On 2/11/15 Nina Alber, 52, of Cordova, permit holder aboard the F/V Leading Lady, entered a guilty plea in Sitka District Court to one count of driving salmon from closed waters. The plea was part of a pre-trial agreement through the Sitka District Attorney's Office. Nina Alber was fined $3,000 with $1,000 suspended and ordered to pay $35,000 in restitution for illegally taken fish and placed on probation for one year. Charges against vessel operator Louie Alber were dismissed as part of the agreement. The charges stemmed from a July 2013 offense where crew on the F/V Leading Lady were documented driving salmon out of closed waters near Hidden Falls hatchery.

Sitka troller draws jail time, fine

Type: Sentencing
On 4/4/14 Kristopher Foster, 37, of Sitka, captain and permit holder on the F/V Stardust, pled guilty as part of a plea agreement to unlawful retention of undersized king salmon, and waste of salmon. Foster was ordered to serve 30 days in jail with 20 days suspended, and fined $6,000 with $3,000 suspended. The undersized king salmon were forfeited to the state. Foster also was placed on probation for two years. These charges were the result of an investigation where it was determined that on 10/20/13 Foster had attempted to land several undersized king salmon at Sitka Sound Seafoods while participating in the winter commercial troll fishery. After the processor refused to accept the undersized fish, Foster attempted to dispose of them by feeding them to a sea lion in the Sitka harbor area to prevent being cited by Alaska Wildlife Troopers.

Southeast salmon seiner nets fine, forfeiture

On 1/29/14 Vernon M. Crane, 39, of Fritz Creek, pled guilty to one count of commercial fishing during a closed period. He was fined $2,000 with $1,000 suspended, ordered to forfeit $1,318.18 worth of illegally taken salmon, and placed on probation for one year.

Ketchikan sportfishing lodge fined $8,000

From the Alaska State Troopers:

Location: Ketchikan
Type: Conviction
During the summer of 2013, Alaska Wildlife Troopers, Ketchikan Post, conducted an investigation into illegal sportfish activities at Clover Bay Lodge located on Prince of Wales Island. The investigation resulted in the lodge being charged for intentionally feeding bears, using the edible meat of sport-caught salmon as bait, furnishing sport-caught shellfish to clients, and taking overlimits of halibut. On 1/28/14 Clover Bay Lodge pled guilty on two misdemeanor counts of intentionally feeding bears, and using the edible meat of sport-caught king salmon as bait. The lodge was fined $8,000 and placed on probation for two years.

Petersburg seiner nets $3,600 in penalties

Type: Conviction
On 12/23/13 Kevin M. Granberg, 47, of Petersburg, pled guilty in Sitka District Court to one count of commercial salmon seining during a closed period. Granberg was fined $4,000 with $2,000 suspended, ordered to pay $1,637.50 in restitution to the state, and placed on probation for one year. A charge of filing a false fish ticket was dismissed as part of an agreement with the Sitka District Attorney's Office.

Silver Bay Seafoods fined after guilty plea

From the Alaska State Troopers:

Location: Sitka
Type: Conviction
On 11/15/13 Silver Bay Seafoods LLC pled guilty in Sitka District Court to one count of possessing undersized commercial Tanner crab. Silver Bay was fined $16,000 with $8,000 suspended, placed on probation for one year and ordered to pay $8,090 in restitution. The charge stemmed from a February investigation in which Tanner crab were measured on a company-contracted tender vessel. The vessel was found to have a high percentage of undersized crab, estimated at approximately 3,000 pounds, in one of several holding tanks onboard.

Troller nets $1,500 fine for third conviction

On 9/26/13 Peter G. Krovina, 64, of Sitka, pled guilty in Sitka District Court to one count of retaining a commercial troll-caught king salmon during a closed period. Krovina was fined $5,000 with $3,500 suspended, forfeited the fish, and was placed on probation for one year. This is Krovina's third conviction for retaining undersized king salmon or taking king salmon during a closed period.

Two king salmon trollers fined

Type: Sentencing
On 9/10/13 Harlan F. Freeman, 75, of Petersburg, pled guilty in Petersburg District Court to one count of retaining an undersized commercial troll-caught king salmon. Freeman was fined $500 and ordered to pay $150 restitution. The previously seized king salmon was forfeited.

On 9/9/13 Denis R. Douglas, 62, of Soldotna, pled guilty to one count of possessing king salmon on a commercial troll vessel during a closed period. Douglas was fined $1,000 with $500 suspended and placed on probation for one year. Douglas was the permit holder onboard the F/V Splice.

Cordova fisherman nets $500 fine, probation

Type: Sentencing
On 6/12/13 Alaska Wildlife Troopers, Cordova Post, observed a skiff operating a set gillnet during a closed period. Investigation revealed the skiff was operated by Lyle A. Kritchen, 55, of Cordova. Kritchen appeared for arraignment on 8/1/13 in Cordova District Court and pled guilty to commercial fishing in a closed season. He was fined $3,000 with $2,500 suspended and placed on unsupervised probation for one year.

Sea cucumber diver draws jail time, forfeits gear

On 5/28/13 Benjamin Seeland, 32, of Sitka, pled guilty in Juneau District Court to one count of commercial fishing in closed waters and one count of filing false fish tickets. On 11/5/12 Alaska State Troopers onboard the P/V Enforcer contacted the commercial sea cucumber vessel Sandra L, and permit holder and diver Seeland, as they actively took sea cucumbers inside of Eliza Harbor on the south end of Admiralty Island. Eliza Harbor had not been opened to the commercial harvest of sea cucumbers in 2012. Investigation showed Seeland participated in the taking of sea cucumbers inside the closed waters of Eliza Harbor, then he filed false commercial fish tickets by listing those sea cucumbers as being caught in the Port Camden area on two separate occasions. Seeland's sentence included a $1,500 fine, nine days of jail, forfeiture of the commercial dive gear used in the violation, revocation of his Commercial Fisheries Entry Commission dive permit for one year, restitution of $3,486.02 and two years of probation.

Seiner fined for misreporting chum catch

On 4/9/13 Clifford Hudson pled guilty in Sitka District Court to one count of failing to provide factual information on a fish ticket. He was fined $2,500 with $1,500 suspended and ordered to pay $1,207.50 in restitution for the difference in fish tax between two areas. He also was placed on probation for one year. Alaska Wildlife Troopers, Sitka Post, charged Hudson on 3/4/13. Hudson failed to report seine-caught chum salmon taken in the Hidden Falls area of District 12, instead reporting the salmon were taken in another district.

Bristol Bay fisherman fined for unlawful delivery

On 2/27/13 KJ Herman, 58, of Kodiak, was arraigned in Naknek District Court on one count of delivering salmon outside of the district in which they were taken. Herman pled guilty to the charge and was fined $3,000 fine with $1,500 suspended. He also was placed on probation for one year. During the investigation, King Salmon Wildlife Troopers determined that Herman caught approximately 2,000 pounds of salmon in the Ugashik District and delivered them to a processing plant in Port Moller. In Bristol Bay, salmon must be delivered in the same fishing district in which they are caught.

Geoduck, sea cucumber cases result in fines

On 5/8/12 Le Jiayong, 57, of Ketchikan, was cited by Alaska Wildlife Troopers, Ketchikan Post, on 19 counts of falsifying commercial fish tickets and unlawful possession of commercially taken geoduck clams. Le was cited after investigation revealed he had purchased commercially taken geoducks from four fishermen and provided false weights on Alaska Department of Fish and Game fish tickets. Investigation by Ketchikan and Klawock Wildlife Troopers found that Le misreported the actual weights of clams and failed to report clams that had been harvested in excess of trip limits. On 10/25/12, through a plea agreement made with the Ketchikan District Attorney's Office, Le had 18 charges dismissed and pled guilty to one count of falsifying fish tickets. Le was fined $250 and placed on a year's probation.

On 4/10/12 Le Jiayong, 57, of Ketchikan, was cited by Alaska Wildlife Troopers, Ketchikan Post, for returning 22 commercial fish tickets later than the seven-day requirement. On 10/25/12, through a plea agreement made with the Ketchikan District Attorney's Office, Le had 21 charges dismissed and pled guilty to one count of failing to return fish tickets in the time required. Le was fined $2,500 and placed on a year's probation.

On 10/1/12 Matthew R. Pressly, 48, of Ketchikan, and Gregory S. Shaw, 34, and Samantha M. Pressly, 24, both of California, were cited by Alaska Wildlife Troopers, Ketchikan Post, for commercial fishing for sea cucumbers in closed waters. They were cited after troopers observed the F/V Lorelei commercial diving for sea cucumbers in closed waters of Trollers Cove on the east side of Prince of Wales Island. Investigation revealed the vessel had harvested 1,395 pounds of sea cucumbers from closed waters. The state seized the load of sea cucumbers valued at $5,580. On 10/19/12, through a plea agreement made with the Ketchikan District Attorney's Office, the three pled guilty to one count of commercial fishing in closed waters. Each defendant was fined $1,000 with a $500 suspended, and placed on a year's probation. Also, the proceeds of the seized sea cucumbers were forfeited.

Petersburg seiner pleads guilty, nets $1,000 fine

On 11/29/12 Jeremy C. Jensen, 38, of Petersburg, pled guilty to one count of operating a commercial salmon seine during a closed period in District 11A north of Juneau. Jensen was fined $3,000 with $2,000 suspended and placed on probation for two years. The violation occurred 7/19/12 during the salmon seine fishery near Amalga Harbor.

Sitka lodge owners fined after guilty pleas

On 11/6/12 Thomas C. Ohaus, of South Dartmouth, Mass., pled guilty in Sitka District Court to four counts of making false statements on sportfish licenses. Ohaus was fined $4,000 with $1,500 suspended, ordered to pay $3,165 in restitution to the state, and placed on one year probation. His sportfish license was revoked for one year, with the revocation suspended as a condition of probation.

On 11/6/12 Charles McNamee, of Nevis, Minn., pled guilty in Sitka District Court to four counts of making false statements on sportfish licenses. McNamee was fined $4,000 with $1,500 suspended, ordered to pay $3,165 in restitution to the state, and placed on one year probation. His sportfish license was revoked for one year, with the revocation suspended as a condition of probation.

Juneau fisherman nets $1,000 fine after guilty plea

On 8/22/12 Ryan K. Green, 30, of Juneau, pled guilty to one count of operating a commercial gillnet in the closed area of Port Snettisham. Green was fined $2,000 with $1,000 suspended, placed on probation for one year and ordered to forfeit the value of the illegally taken fish.

Petersburg man fined $1,500, forfeits catch value

On 8/14/12 Joel Randrup, 46, of Petersburg, pled guilty in Juneau District Court to one count of operating a commercial gillnet in the closed waters of Limestone Inlet within District 11B. He was fined $3,000 with $1,500 suspended and ordered to forfeit the value of the illegally taken fish. Randrup also was placed on probation for one year.

Tanner crabber nets $1,500 fine, forfeits gear

On 5/18/12 Ben Gross, 38, of Wasilla, pled guilty to a charge of retaining commercial undersized Tanner crab. Gross was fined $6,000 with $4,500 suspended. He also forfeited seized gear and was placed on probation for two years.
