Shrimp seller lacked proper permit, troopers say

Location: Juneau
Type: Failure to obtain permit
On 1/15/21 Alaska Wildlife Troopers contacted Anthony Byford, 42, of Juneau, captain and permit holder on the F/V Ariel, while he was conducting dockside sales of processed shrimp. Investigation revealed Byford had failed to obtain a 2021 catcher-processor permit from the Alaska Department of Fish and Game as required. On 3/11/21 Byford was issued a citation for the violation and given a mandatory court date.

Haines shrimper charged with multiple violations

From the Alaska State Troopers:

Location: Haines
Type: Multiple violations
On 3/13/20 Alaska Wildlife Troopers contacted Caullen Taylor, 24, of Haines, after an investigation revealed he had commercial shrimped in the waters of District 15 near Haines after the closure of the commercial shrimp fishery on 2/28/20. Further investigation revealed Taylor did not own or possess a 2020 shrimp permit, or a 2020 catcher-seller permit as required. It was also discovered that Taylor had filed late fish tickets on multiple occasions. Taylor was issued a misdemeanor summons for commercial shrimping during a closed period, no commercial shrimp permit, no catcher-seller permit, and filing late fish tickets.

Troopers: Shrimp catcher-processor lacked permit

Location: Prince of Wales Island
Type: Reporting requirement and permit violations
On 10/24/19 Alaska Wildlife Troopers on Prince of Wales Island were notified by the Alaska Department of Fish and Game of an issue with several overdue commercial shrimp tickets from the F/V Angie Lee. Investigation into the matter revealed that the captain of the Angie Lee was Travis Hagen, 29, of Craig. Hagen had been processing his catch by boxing and freezing his shrimp without the required catcher-processor permit. Hagen also had not been completing shrimp tickets as required by regulation. Hagen was issued two citations for the violations.

Ketchikan man charged with illegal shrimping

From the Alaska State Troopers:

Location: Ketchikan
Type: Commercial shrimp closed season
On 12/08/14 Donald E. Westlund, 63, of Ketchikan, was cited by Alaska Wildlife Troopers, Ketchikan Post, for commercial shrimping during a closed season and unlawful storage of gear. Westlund was cited after 15 of his commercial shrimp pots were located in fishing condition. Arraignment set for 12/17/14 in Ketchikan District Court.

PWS shrimper had too much gear, troopers say

Type: Shrimp gear violation
On 4/15/14 Larry Gilman, 53, of Whittier, was cited by the Alaska Wildlife Troopers, Anchorage Post, for commercial fishing for Prince William Sound shrimp while in possession of an overlimit of pot gear. Arraignment set in Anchorage District Court.

Prince William Sound shrimper cited

From the Alaska State Troopers:

Location: Unakwik Inlet, Prince William Sound
Type: Shrimp gear
On 4/24/13 Richard Corazza, 29, of Anchorage, was cited by the Valdez Wildlife Trooper for operating more commercial shrimp pots than allowed by regulation, and failing to display 12-inch vessel identification numbers. Corazza was allowed to operate 30 shrimp pots on his fishing vessel, but investigation revealed he operated 58 pots. Arraignment set for 5/23/13 in Valdez District Court.

Troopers ticket Yakutat shrimper

Type: Failure to register
On 6/10/12 Alaska Wildlife Troopers from Yakutat served a summons to Robert Bulard, 55, of Yakutat, for failing to register with the Department of Fish and Game before commercial shrimping in Yakutat Bay on 5/1/12. Bulard was issued a mandatory court date of 6/14/12 in Yakutat District Court.

Petersburg shrimper accused of illegal fishing

From the Alaska State Troopers:

Type: Commercial fish closed waters
On 10/11/11 Alaska Wildlife Troopers onboard the P/V Enforcer issued a summons to Otis M. Marsh, 70, of Petersburg, for operating commercial shrimp pot gear inside of Port Houghton after the area had previously closed by emergency order to commercial shrimp fishing. Arraignment is set for 10/19/11 in Juneau District Court.

On 9/8/11 Larry D. Gilman, 51, of Whittier, was cited by Alaska Wildlife Troopers, Cordova Post, for failing to submit fish tickets for commercial shrimp deliveries as required by regulation. Arraignment set for 9/28/11 in Cordova District Court.

On 9/8/11 Shawn M. Phillips, 41, of Whittier, was cited by Alaska Wildlife Troopers, Cordova Post, for failing to submit fish tickets for commercial shrimp deliveries as required by regulation. Arraignment set for 9/28/11 in Cordova District Court.

Shrimper pleads no contest, draws $1,000 fine

From the Alaska State Troopers:

Location: Yakutat
Type: Plea
On 6/8/11 Alaska Wildlife Troopers on board the patrol vessel Enforcer cited Robert Bulard, 57, of Yakutat, for operating commercial shrimp pots that failed to have a legal biodegradable escape mechanism. Bulard was issued a summons to appear in Yakutat District Court on the same day. At the arraignment Bulard plead no contest and was fined $1,000 and placed on probation for three years.

On 5/24/11 Alaska Wildlife Troopers, Cordova Post, cited Jason C. Pallas, operator and permit holder on F/V Full Moon, for failing to meet reporting requirements. Arraignment set for 6/22/11 in Cordova District Court.

Troopers ticket Prince William Sound shrimpers

Location: Port Wells, Prince William Sound
Type: Failure to register, unlicensed crew
On 4/16/11 Alaska Wildlife Troopers from Cooper Landing and Seward contacted the F/V CC Ranger in Port Wells during the commercial shrimp pot fishery. Investigation revealed the vessel captain and permit holder, Clayton Nelson, 23, of Kenai, failed to register his vessel as required by regulation. Additionally, crewmembers Michael Jahrig, 23, of Soldotna, and Casey Mitchell, 24, of Sedro-Woolley, Wash., did not possess valid commercial crewmember licenses. Jahrig and Mitchell were each cited and Nelson was cited for failing to register his vessel in Area E and employing unlicensed crewmembers. Arraignment was set for 5/10/11 in Seward District Court.

Shrimper nets $3,000 fine for illegal pot storage

Type: Update — illegal storage of shrimp pots
On 1/4/11 Dennis J. Capua, 56, of Juneau, was found guilty of one count of illegal storage of commercial shrimp pots. Investigation showed Capua had failed to remove approximately 88 commercial shrimp pots out of Endicott Arm south of Juneau after the closure of the district to commercial shrimping. Capua was given a $6,000 fine
with $3,000 suspended. Capua will be on probation for one year and is not to commit any fish or wildlife violations.

Southeast shrimper hit with multiple violations

Type: Shrimping violations
On 12/4/10 Alaska Wildlife Troopers, Ketchikan Post, cited Dustin Peters, 33, of Ketchikan, for commercially fishing for shrimp during a closed season, for failing to equip his commercial shrimp pots with a biodegradable escape mechanism, and for longlining more than five commercial shrimp pots on one line without having a buoy attached to both ends of the longline. These violations occurred in the marine waters of Moira Sound near Prince of Wales Island. A mandatory court date was set in the Craig court.

Cordova troopers say shrimper failed to register

Type: Failure to register
On 4/28/10 Bruce Stamper Jr., 38, of Cordova, was cited by the Alaska Wildlife Troopers, Cordova Post, for commercial fishing but failing to register for the Prince William Sound Area E shrimp pot fishery. Arraignment is scheduled for 5/26/10 in the Cordova District Court.

Cordova troopers cite shrimper on gear violation

Type: Shrimp pot violation

Troopers make several cases out of Whittier

Type: Unlawful shrimp gear
On 4/18/10 Patrick Hodgson, 50, of Kasilof, was cited by the Alaska Wildlife Troopers, Girdwood Post, for commercial fishing shrimp gear that did not meet the escape mechanism requirements. Arrangement is set for 4/28/10 in the Cordova District Court.

Type: No vessel license, sticker
On 4/16/10 Jason Lee, 29, of Cordova, was cited by the Alaska Wildlife Troopers, Girdwood Post, for commercial fishing without his 2010 vessel license or 2010 Alaska Department of Fish and Game sticker onboard his boat. Bail was set at $320 in the Cordova District Court.

Type: Employ unlicensed crewmember
On 4/15/10 William Romesburg, 39, of Anchorage, was cited by the Alaska Wildlife Troopers, Girdwood Post, for employing an unlicensed crewmember for commercial fishing. Bail was set at $260 in the Valdez District Court.

Location: Whittier
Type: No crew license
On 4/15/10 Thomas Lindgren, 43, of Anchorage, was cited by the Alaska Wildlife Troopers, Girdwood Post, for commercial fishing without a 2010 crew license. Bail was set at $260 in the Valdez District Court.

Southeast guide convicted of shrimping violations

Type: Update — conviction
On 4/2/10 Kurt J. Whitehead, 39, of Klawock, pled guilty in Sitka District Court to two counts of sportfish guide assisting a client in a violation. Whitehead was fined $1,500 with $500 suspended on each count. In addition, he was placed on probation for two years and the shrimp pot gear used in the violation was forfeited to the state of Alaska. The charges were the result of an investigation beginning in June 2009 by the Alaska Wildlife Troopers during which it was discovered that Whitehead was providing sportfish guide service to two clients who operated shrimp pots from his vessel and used shrimp pot gear which had no biodegradable escape mechanism and in which he was using prohibited species as bait.

Craig shrimper nets $1,500 fine for gear violations

From the Alaska State Troopers:

Location: Klawock
Type: Conviction — shrimping violations
On 11/18/09 Ronald Durgan, age 20, of Craig, pled no contest in Craig District Court to the commercial fishing charges of operating shellfish pots with no biodegradable escape mechanisms and failing to attach buoys to both ends of more than five longlined shrimp pots. Durgan was sentenced to a fine of $2,500 with $1,000 suspended.

Klawock shrimper cited for overtime fishing

From the Alaska State Troopers:

Location: Prince of Wales
Type: Shrimping in closed season
On 11/06/09 Klawock AWT contacted Timothy Demmert, of Klawock. Investigation revealed that Demmert, a CFEC permit holder, had 50 commercial shrimp pots still fishing after the closure in District 3A. The closure was on Nov. 1 at 1600 hours. Demmert was issued a summons for commercial fishing for shrimp during a closed season. Arraignment is set for the Craig District Court 11/07/09 at 1330 hours.
