More citations issued to Cook Inlet fishermen

Location: Cook Inlet
Type: Commercial fish closed period
On 7/27/25 at approximately 1814 hours, Alaska Wildlife Troopers were patrolling the Cook Inlet drift gillnet fishery. A fishing vessel operated by Ryan Hatt, 33, from Soldotna, was fishing in a closed area. A mandatory court citation was filed with the Kenai courthouse.

On 7/14/25 at approximately 1048 hours, Alaska Wildlife Troopers were patrolling the Cook Inlet drift gillnet fishery. A fishing vessel operated by Dimian Kalugin, 53, from Homer, was fishing in a closed area. A mandatory court citation was filed with the Kenai courthouse.

Three Cook Inlet drift gillnetters cited

Type: Commercial fish closed period
On 7/19/25 at approximately 1451 hours, Alaska Wildlife Troopers were conducting a patrol in Cook Inlet during a commercial fishing drift opener. Investigation revealed Rickey Jewell, 74, from Washington state, was fishing in a closed area. A mandatory court citation was filed with the Kenai courthouse.

On 7/14/25 at approximately 1107 hours, Alaska Wildlife Troopers were conducting a patrol in Cook Inlet during a commercial fishing drift opener. Investigation revealed Martin Hermansen, 58, from Anchorage, was fishing in a closed area. A mandatory court citation was filed with the Kenai courthouse.

On 7/14/25 at approximately 1056 hours, Alaska Wildlife Troopers were conducting a patrol in Cook Inlet during a commercial fishing drift opener. Oregon man cited over lingcod bycatch

From the Alaska State Troopers:

Location: Sitka
Type: Lingcod bycatch
On 12/16/24 Alaska Wildlife Troopers, Sitka Post, cited Kenneth Middleton, 58, of Oregon, for taking lingcod bycatch in the commercial longline fishery during a closed period. Investigation revealed Middleton had landed approximately 1,750 pounds of lingcod in Washington after having taken the fish in the waters of Icy Bay Subdistrict, near Yakutat, in late October. The area had been closed to lingcod harvest by emergency order. The violation was identified and reported by the fish processor. Arraignment set in Yakutat District Court.

Troopers update Cook Inlet enforcement cases

Location: Cook Inlet Central District
Type: Commercial fish closed period
On 7/17/23 Soldotna Wildlife Troopers observed the F/V Early Dawn commercial fishing with a drift gillnet in the Cook Inlet Central District when commercial fishing had closed. Troopers contacted the permit holder, Abraham Porter, 45, of Kenai, and issued him a citation with a mandatory appearance in Homer District Court. Porter pled no contest at arraignment and was given a $3,000 fine with $1,500 suspended.

On 7/17/23 Soldotna Wildlife Troopers observed the F/V Cat II commercial fishing with a drift gillnet in the Cook Inlet Central District when commercial fishing had closed. Troopers contacted the permit holder, Joshua Black, 42, of Palmer, and issued him a citation for a second commercial fishing offense with a mandatory appearance in Homer District Court. Black was given a default judgment at arraignment and a fine of $6,000.

On 7/17/23 Soldotna Wildlife Troopers observed the F/V Starshine commercial fishing with a drift gillnet in the Cook Inlet Central District when commercial fishing had closed. Troopers contacted the permit holder, Donald Bridges, 75, of Soldotna, and issued him a citation with a mandatory appearance in Homer District Court. Bridges pled no contest at arraignment and was given a $3,000 fine with $1,500 suspended.

On 7/18/23 Soldotna Wildlife Troopers observed the F/V Cordova commercial fishing with a drift gillnet in the Cook Inlet Central District in a closed area. Troopers contacted the permit holder, Yakov Reutov, 53, of Sterling, and issued him a citation with a mandatory appearance in Kenai District Court. Reutov pled no contest at arraignment and was given a $3,000 fine with $1,500 suspended.

On 8/12/23 Alaska Wildlife Troopers cited Braden Shoemaker, 32, of Sitka, for commercial hand trolling within 1 nautical mile of Kruzof Island near Sitka Point, in an area not open to commercial trolling. Troopers observed and documented the violation on 7/30/23.

On 7/8/23 at approximately 1916 hours Soldotna Alaska Wildlife Troopers observed the F/V Silverton commercial fishing with a drift gillnet in the Cook Inlet Central District when commercial fishing had closed. AWT contacted the permit holder, George Savelieff, 33, of Oregon, and issued him a citation with a mandatory appearance in the Homer District Court and a maximum fine of $3,000.

AWT contacted the permit holder, Jonathan Larson, 40, of Homer, and issued him a citation with a mandatory appearance in the Homer District Court and a maximum fine of $3,000.

Troller fished illegally at Sitka, troopers say

On 3/27/23 at approximately 1430 hours, Alaska Wildlife Troopers observed the F/V Marcia K commercial trolling in closed waters near Cape Edgecumbe in Sitka. Investigation revealed Shane Cook, 49, of Craig, was fishing in an area closed by emergency order. Cook was cited for commercial fishing in a closed period.

Herring seiner cited at Sitka

On 4/4/23 Alaska Wildlife Troopers observed the F/V Freedom deploy a herring seine west of the west closure line in the Redoubt Bay area commercial sac roe herring fishery. Investigation revealed Bruce Marifern, 62, of Petersburg, had made the set in an area not open by emergency order to commercial sac roe herring harvest. Marifern was cited for commercial fishing in a closed period.

Troller nets $4,000 fine in Sitka court

From the Alaska State Troopers:

Location: Sitka
Type: Conviction
On 6/30/22 at approximately 1753 hours, Alaska Wildlife Troopers on patrol offshore of Kruzof Island observed the F/V Tyee with commercial troll fishing gear in the water unlawfully prior to the commercial salmon opening on 7/1/22. Investigation revealed Lucas Skordahl, 38, of Sitka, was operating power troll gear prior to the open season. On 7/26/22 in Sitka District Court, Skordahl pled guilty to one misdemeanor count of commercial fishing during a closed period. He was fined $8,000 with $4,000 suspended and placed on probation for one year.
