Kelly Tshibaka cited over lack of crew license

In July, the Alaska Wildlife Troopers opened an investigation after a social media video showed commercial fishing activity on the Kenai Peninsula. After a thorough investigation and in consultation with the Alaska Department of Law’s Office of Special Prosecutions, the Alaska Wildlife Troopers have cited 42-year-old Anchorage resident Kelly Tshibaka for commercial fishing without a commercial fishing crew license. The citation amount is $270, with an optional appearance in Homer District Court.

Crewmen, skipper cited at Togiak

Type: Unlicensed crew
On 4/27/16 Alaska Wildlife Troopers patrolling the Togiak herring fishery boarded the F/V Seafreeze Alaska. During the routine boarding, Christopher Phillips, 38; Khanh Tran, 44; and Duc Vo, 51, all of Washington, failed to provide an Alaska commercial crewmember license. All three individuals were issued citations with bail set at $260 each. David Strand, 63, of Washington, the skipper of the F/V Seafreeze Alaska, also was issued a citation for employing unlicensed crewmembers. Bail was set at $260.

Troller kept undersized kings, troopers say

Type: Possess undersized king salmon
On 12/28/15 Alaska Wildlife Troopers contacted the fishing vessel Pacific Pearl during an offload of commercial troll-caught king salmon. Investigation showed that permit holder Maxwell L. Royall, 26, of Sitka, had retained five undersized king salmon. He was cited for possession of undersized king salmon with an arraignment set in Sitka District Court. The undersized fish were seized. Royall also was cited for employing an unlicensed crewman.

F/V Blue Attu racks up citations at Dutch Harbor

On 5/22/15 Alaska Wildlife Troopers, Dutch Harbor Post, issued a citation to Steven Gilvaja, 26, of Hickory, N.C., for assaulting a fellow commercial fisherman aboard the F/V Blue Attu near St. Paul Island on 4/20/15. Arraignment set for 6/9/15 in Unalaska District Court.

On 5/22/15 Alaska Wildlife Troopers, Dutch Harbor Post, issued citations to Renee Perez, 51, of Waco, Texas, and David Main, 35, of Old Town, Florida, for commercial fishing aboard the F/V Blue Attu without a valid license. Wayne Oxton, 55, of Rockport, Maine, was cited for employing unlicensed crewmembers.

Mexican man arrested at Dutch Harbor

On 1/6/14 Dutch Harbor Wildlife Troopers arrested Luis Miguel Valenzuela Montiel, 25, of Nogales, Mexico, for using false document numbers to receive an Alaska commercial fishing crewmember license. Arraignment set for 1/7/14 in Unalaska District Court.

Dungeness crabber in pinch over early start

From the Alaska State Troopers:

Location: Juneau, Young Bay and Point Hilda
Type: Commercial fish closed season
On 6/15/13, during a patrol utilizing state aircraft, the F/V Gisli was observed operating commercial Dungeness crab gear prior to the official opening of the season. A patrol skiff was directed to the area and made contact with the vessel. The skipper, Shayar P. Valandro, 32, eventually was cited for operating commercial crab gear during a closed season, failing to register for the 2013 summer season and employing an unlicensed crewman. Marian P. Zemko, 57, was cited for fishing without a valid 2013 crewmember license. The skipper was instructed to retrieve and dump all of his gear and then have a hold inspection prior to returning to fishing.

Troopers cite Sand Point cod fisherman, crewman

Type: Commercial fish closed waters
On 2/8/13 Dutch Harbor Wildlife Troopers issued a summons to Peter Burton Calugan, 28, of Sand Point, for fishing Pacific cod in the Western Gulf of Alaska regulatory area during the parallel season while the area was closed to cod pot fishing. Arraignment set for 3/12/13 in Valdez District Court. Calugan also was given a $260 citation for employing an unlicensed crewmember.

On 2/8/13 Dutch Harbor Wildlife Troopers issued a $260 citation to Carl J. Hoblet Jr., 29, of Sand Point, for working as a commercial crewmember aboard the F/V Tammy Ilene without being properly licensed.

Hand trollers cited for lack of proper crew licenses

Type: Unlicensed crewmen
On 7/2/12 Alaska Wildlife Troopers, Sitka Post, contacted the F/V Profasea commercial hand trolling near Kruzof Island with rod and reel gear. Investigation revealed three nonresident crewmembers were fishing under seven-day ($30) crew licenses which are specifically prohibited from being used in a rod and reel commercial fishery. Participants using rod and reel gear for commercial fishing are required to purchase annual crew licenses at a higher cost ($60 for residents, $200 for nonresidents). Steven Yuasa, 63, David T. Cosser, 40, and Bruce A. Biesold, all of Washington, were cited for commercial fishing without valid crew licenses. The permit holder and operator, Kevin R. Mcnamee, 42, of Sitka, was cited for employing unlicensed crew. Bail for each count set at $260 in Sitka District Court.

Geoduck fisherman charged with two violations

On 4/19/12 Jesse Hoyt, 36, of Ketchikan, was cited by the Alaska Wildlife Troopers, Ketchikan Post, for harvesting and retaining more than the maximum limit of geoducks for a commercial geoduck fishing period. Hoyt was assigned a mandatory court date of 5/1/12 in Ketchikan District Court.

On 4/26/12 Jesse Hoyt, 36, of Ketchikan, was cited by the Alaska Wildlife Troopers, Ketchikan Post, for employing an unlicensed crewmember while engaging as the permit holder in a commercial geoduck clam fishery. Hoyt was assigned an optional court date of 5/8/12 in Ketchikan District Court. Bail was set at $260.

Petersburg man fined for crew license violation

From the Alaska State Troopers:

Location: Petersburg
Type: Conviction — falsify crew license
On 1/23/12 Shane Lohr, of Petersburg, pled guilty in Petersburg District Court to falsely obtaining a commercial crewmember license. An Alaska Wildlife Trooper investigation showed Lohr had purchased a resident crewmember license while he was receiving benefits as a resident in Wisconsin. Lohr's sentence included a $1,000 fine and loss of his crewmember license for two years.
