Type: Commercial fish closed waters, hindering prosecution
On 6/27/11 at 1215 hours, Bristol Bay Wildlife Troopers on aircraft patrol observed a drift gillnet vessel commercial fishing in closed waters outside the open Naknek section. As the aircraft circled to identify the vessel, the skipper, later identified as Steven D. Lewis, 60, of Anchorage, used his body to obscure the vessel's Alaska Department of Fish and Game numbers from view while the crew pulled the net from the water. As the aircraft continued to circle, two crewmen, later identified as Tobbie J. Cook, 55, of Petersburg, and Cody W. Dishon, 22, of Palmer, stood on each rail of the boat and used their bodies to obscure the vessel's ADF&G numbers from view of the AWT aircraft. The pilot was eventually able to observe the vessel's name as the F/V Steinbit. The crew was observed to stand, blocking the ADF&G numbers for approximately 55 minutes until the arrival of an AWT patrol skiff. The vessel subsequently was escorted to Naknek where the vessel's nets and illegal catch of 3,000 pounds of salmon were seized. Lewis was cited for commercial fishing in closed waters and also for commercial fishing with obscured ADF&G numbers. The two crewmen were each issued mandatory court citations for hindering prosecution in the second degree. Arraignment on all charges is set for 7/15/11 in Naknek District Court.

Juneau trio blew out Chinook limit, troopers say

On 6/27/11 Alaska Wildlife Troopers cited Eric Endicott, 39, William Endicott, 43, and Michael Gabel, 37, all of Juneau, for possessing 14 king salmon over their bag and possession limit. All three subjects are to appear on 7/14/11 in Juneau District Court for charges of prohibited conduct. The daily bag and possession limit for residents in Southeast Alaska is three king salmon greater than 28 inches. The three men were contacted with 23 king salmon reportedly caught in two days.

Bulard was issued a summons to appear in Yakutat District Court on the same day. At the arraignment Bulard plead no contest and was fined $1,000 and placed on probation for three years.

Barker was contacted and found to be in possession of two undersized king salmon. Additionally, Barker did not have a Commercial Fisheries Entry Commission permit card or identification in possession. Barker and Heckman were cited with arraignment set in Sitka District Court.

On 6/21/11 Alaska Wildlife Troopers, Sitka Post, cited Kurt N. Hansen, 49, of Seattle, for retaining lingcod while the commercial lingcod season was closed by emergency order. Investigation revealed Hansen retained lingcod bycatch in the halibut fishery on 6/11/11 inside the Icy Bay subdistrict, which had been closed to the retention of lingcod on 5/24/11. Hansen was cited and scheduled to appear for arraignment in Yakutat District Court.

Kodiak pair busted in theft of fish-processing gear

On 5/24/11 a 69-year-old male resident of Kodiak reported the theft of commercial fish-processing equipment. Investigation revealed that approximately $4,000 worth of aluminum and stainless steel equipment had been taken from the victim's storage lot on Rezanof Drive on or about May 24. The stolen equipment, some of which was custom-made for salmon roe processing, was located the following day at a Kodiak metal recycling facility. Troopers identified two suspects in the theft: James Earl Deater, 30, and Sarah Skye Korn, 25, both of Kodiak. On 6/18/11 troopers forwarded criminal charges to the Kodiak district attorney's office. Deater and Korn are both charged with felony theft and misdemeanor criminal trespass.

Theft, June 8 — Prescription medication was stolen from several vessels' medical kits, which had been left since April in an often-unsecured room at the UniSea facility. Under investigation.

Public safety, June 10 — An officer advised an obviously intoxicated man, who was seated in the driver's seat of a vehicle outside the Harbor View bar, that he should take a taxi rather than risk being arrested for DUI. The driver took the officer's advice. The driver's captain was less understanding and berated the officer for having taken away his designated driver.
Animal, June 6, 0932 hours — Patron at the Dutch Harbor post office received lacerations to the head after being attacked by a fiercely protective nesting bald eagle.

On 5/29/11 at 1324 hours, an Alaska state trooper and K-9 Yukon were requested to conduct a boarding with the U.S. Coast Guard of a vessel that had been anchored near Anchor Point Beach. During the boarding a small amount of marijuana was located aboard and USCG officials will be investigating. During the contact, a male refused to identify himself onboard. It was later determined that the male was Michael Lee Shannon, 39, of Wasilla, who was a guest on the vessel and intoxicated. As the trooper was trying to secure a weapon on Shannon's person, Shannon grabbed the trooper's arm and would not let go after being ordered to do so. Shannon was arrested for disorderly conduct, assault on a police officer and resisting arrest. Investigation complete.

Troopers cite four Prince William Sound fishermen

On 5/30/11 Nikolai Kuzmin, 19, of Homer, was contacted by the Valdez wildlife trooper near Esther Rock, western Prince William Sound. The investigation revealed that Kuzmin was operating a commercial drift gillnet and in possession of commercially caught salmon without a valid Commercial Fisheries Entry Commission permit. Kuzmin was issued citations for commercial fishing without a permit and other infractions, and 1,300 pounds of fish were seized. Arraignment scheduled for 6/29/11 in Cordova District Court.

Suspicious activity, May 30 — Caller reported hearing what sounded like a seal bomb somewhere in downtown Unalaska. An officer located the culprit, who was extremely apologetic about his behavior.
Disorderly conduct, May 31 — Officer responded to the Harbor View bar regarding a drunk who refused to pay his bar bill. The drunk, who did not think it possible he could have consumed $68 worth of booze, eventually agreed to sign his tab and leave the bar.
Ambulance request, May 31, 0341 hours — EMS volunteers provided medical care and transport to a drunken man with his lips and nose nearly torn off, allegedly as the result of an assault. It was later determined the patient and his companion had been involved in a motor vehicle accident.

Wells, 35, of Moose Pass, made a false statement when he submitted a 2010 sportfish logbook page on 8/2/10 stating that no fish were caught or retained by paying clients aboard the charter vessel Rogue when in actuality seven pelagic rockfish, 15 coho salmon and eight halibut were caught and retained. Wells was summoned to appear on 6/21/11 in Seward District Court for arraignment.
