The charges stem from an investigation which showed Daniels operated a commercial troll vessel, the F/V Pelican, on commercial fishing trips associated with Highliner Lodge out of Pelican from 2017 to 2020 and sold fish to clients directly without a fisheries business license and without completing any fish tickets. Daniels was subsequently charged with seven additional violations in 2021 for failing to imprint information on fish tickets as required and reporting sold fish as "personal use." Arraignment set in Sitka District Court.

In July, the Alaska Wildlife Troopers opened an investigation after a social media video showed commercial fishing activity on the Kenai Peninsula. After a thorough investigation and in consultation with the Alaska Department of Law’s Office of Special Prosecutions, the Alaska Wildlife Troopers have cited 42-year-old Anchorage resident Kelly Tshibaka for commercial fishing without a commercial fishing crew license. The citation amount is $270, with an optional appearance in Homer District Court.

On 9/2/21 Robert Thorstenson, 57, of Juneau, captain of the F/V Vigilant, and Jason Moilanen, 48, of Petersburg, permit holder aboard the vessel, were found to be fishing in waters closed to commercial seining during a seine opening in Silver Bay near Sitka. Both men were issued a summons to appear on 9/21/21 in the Sitka court for commercial seining in a closed period. Wildlife troopers seized 5,170 pounds of salmon valued at $4,372.

Man arrested at Ketchikan on drug, gun charges

On 8/21/21 at approximately 1147 hours, a boarding team with the U.S. Coast Guard in Ketchikan contacted AST to request that a Troopers K-9 team respond to the Thomas Basin harbor in Ketchikan for a canine sniff of the commercial fishing vessel Brown Sugar, which was being operated by the owner and sole occupant James Vandebunte, 58, of Wrangell. The USCG boarding team had discovered illegal drug paraphernalia and brought the vessel to the harbor for further investigation. AST obtained a search warrant prior to searching the vessel. Among other drug items seized were 180 net grams of suspected methamphetamine, multiple zip-top plastic baggies, digital scales, and a loaded .357-caliber pistol. Vandebunte (a convicted felon) was arrested for misconduct involving a controlled substance and misconduct involving weapons. Investigation continues.

On 8/3/21 Dillingham Alaska Wildlife Troopers opened an investigation into the sale of commercially caught salmon by individuals who had not been issued Commercial Fisheries Entry Commission commercial fishing permits. The investigation showed Anthony Forbes, 25, of Togiak, commercial fished a salmon set gillnet in the Togiak District on 8/3/21 and 8/4/21 when he did not possess a CFEC commercial fishing permit issued to him. Forbes then used a CFEC permit issued to another individual to sell the salmon he caught to a commercial fish processor in Togiak. Forbes was issued citations for commercial fishing without a permit and supplying false information on fish tickets.

Kenai Peninsula setnet sites vandalized

On Saturday, Aug. 7, the Alaska State Troopers were notified of a series of vandalizations at three commercial setnet sites near Mile 126 of the Sterling Highway. Alaska State Troopers and Alaska Wildlife Troopers from Anchor Point responded to the area. Based on a preliminary investigation, three structures and two vehicles received thousands of dollars of damage due to vandalism that occurred on Thursday, Aug. 5. Troopers were able to identify two juvenile persons of interest after social media posts were posted from the site of the vandalism and passed on to troopers. The troopers contacted two juveniles, and charges related to their actions were forwarded to the Division of Juvenile Justice.

Halibut fisherman arrested at Naknek

On 6/12/21 at approximately 0946 hours, Alaska Wildlife Troopers based in King Salmon contacted Dan Pauk, 62, of Manokotak, during a commercial halibut delivery in Naknek. Pauk had an outstanding warrant for failure to appear on the original charge of seasons and bag limits for moose issued through the Dillingham court. Pauk was arrested and remanded for the warrant with bail set at $150 cash.

Sablefish, halibut fisherman hit with $78K penalty
This federal report to the North Pacific Fishery Management Council includes this enforcement action, among others:
F/V Anita — Owner F/V Anita LLC and operator Jay Gillman were charged jointly and severally under the Magnuson-Stevens Act and the Northern Pacific Halibut Act with unlawfully discarding IFQ sablefish and IFQ halibut, failing to report discards, failing to retrieve gear in a timely manner, and failing to register an IFQ fishing trip in the Observer Deploy and Declare System. A $78,250 notice of violation and assessment was issued.

On 3/11/21 Alaska Wildlife Troopers were notified by NOAA Office of Law Enforcement that during a routine boarding of the F/V Evening Star during an IFQ offload of halibut, they had discovered the captain and permit holder, John Bruce, 45, of Poulsbo, Wash., had failed to obtain a 2021 Commercial Fisheries Entry Commission permit enabling him to land or possess commercially taken fish in Alaska waters. Troopers met with NOAA and Bruce in Juneau and issued him a summons for failing to obtain a CFEC permit prior to fishing.

On 1/15/21 Alaska Wildlife Troopers contacted Anthony Byford, 42, of Juneau, captain and permit holder on the F/V Ariel, while he was conducting dockside sales of processed shrimp. Investigation revealed Byford had failed to obtain a 2021 catcher-processor permit from the Alaska Department of Fish and Game as required. On 3/11/21 Byford was issued a citation for the violation and given a mandatory court date.

On 3/3/21 Alaska Wildlife Troopers cited Ty Barkhoefer, 54, of Sitka, and Thomas Trager, 31, of California, for possession of undersized commercial Tanner crab. The charges are a result of an offload inspection on 2/28/21 when Trager, a crewman onboard the F/V Chelsea Dawn, was observed by troopers measuring and breaking an undersized crab in the hold of the vessel. Subsequent investigation showed there were undersized crab retained in the hold during the offload. Barkhoefer was charged as the permit holder and operator of the vessel.

On 2/22/21 Alaska Wildlife Troopers contacted Daniel Zeik, 54, of Juneau, captain and permit holder on the F/V Blueback, during a routine offload inspection. Investigation revealed Zeik was in possession of undersized commercially taken Tanner crabs. Further investigation revealed Zeik was in possession of sport-caught halibut while also possessing commercial product which was destined for sale. Zeik was issued two citations for the violations.

On 1/27/21 Jared Bright was found guilty at trial in Juneau District Court. He was given a flat fine of $2,000. On 9/21/20 Bright, 46, of Petersburg, was cited by wildlife troopers for unlawful storage of commercial Dungeness crab gear. The gear was located during a routine patrol by state aircraft.

On 12/21/20 Alaska Wildlife Troopers contacted Jake Markey, 40, of Juneau, commercial hand trolling in the waters of Fritz Cove. During a routine boarding, it was discovered that Markey was not in possession of a valid commercial fishing permit issued to him. Markey's fishing activities were terminated and he was issued a criminal summons for commercial fishing without a permit.
