Welfare check, Jan. 8, 1917 hours — Two callers reported seeing flare-like lights in the sky near downtown Unalaska. An officer patrolling the area found nothing to indicate an emergency.

Assistance rendered, Jan. 9 — Caller reported several vehicles watching a vessel recovery were parked in such a way as to pose a hazard to other motorists. Officer advised the lookers-on to move to a safer location.

Assistance rendered, Jan. 9 — Three intrepid motorists who elected to ignore a giant berm placed to keep said type of motorists from going any further, found themselves stuck in the snow through which they had tried to drive.

Burglary, Jan. 9 — UniSea security reported an alleged burglary, in which a man's driver license and Social Security card, but none of his other valuable items, had been stolen. Under investigation.

Motor vehicle accident with damage, Jan. 10 — A parked and unoccupied vehicle struck another parked and unoccupied vehicle after being blown across an icy dock by a strong gust of wind. Damage to the two vehicles was significant.

Assistance rendered, Jan. 10 — Officer helped a man who had been fired from his vessel and unceremoniously deposited at a local dock find a place to sleep for the night.

Welfare check, Jan. 10 — Taxi driver Kimberly Yang phoned Unalaska Department of Public Safety to report that a man who had just requested a ride was neither answering his phone nor was he waiting outside his home as he usually did. Officers responded to the residence in question and found the elderly man in the back yard, where he had fallen on ice and was unable to get up. The man had been outside for only a few minutes and was not injured by the fall or his time in the snow. Kudos to the driver for reporting this.

Other services, Jan. 14 — Fire personnel helped fill oxygen tanks for a fishing vessel.

On 1/11/12 the Sitka District Attorney's office charged Daniel J. Crome, 35, of Seattle, with reckless operation of a watercraft, based on an investigation by the Alaska Wildlife Troopers, Sitka Post. The charge stems from a vessel collision during the April 2011 Sitka Sound herring sac roe fishery, where the F/V Arctic Fox, operated by Crome, collided with the F/V Talia, operated by William Menish, of Petersburg. More than $40,000 in damage was caused to the F/V Talia in the collision. Arraignment set for 1/24/12 in Sitka District Court.

Sportfish guide fined $5,000 for unlicensed trips

On 1/4/12 in Juneau District Court, Joel Duby, 27, of Washington, pled guilty to one count of sportfish guiding without a guide license during 2007. Duby was fined $5,000 and may not apply for an Alaska sportfish or guide license for one year. Charges stemmed from a joint investigation between the Alaska Wildlife Troopers and the U.S. Fish and Wildlife Service into a Juneau-based sportfishing company. During the investigation it was found that Duby had guided several trips during May of 2007 on the charter vessel Brody out of Auke Bay during which time he did not possess a valid 2007 sportfish guide license.

Suspicious activity, Jan. 1 — Caller reported a blue strobe light at a fish processing facility. Plant personnel stated that the light is activated during waste transfers.

Death investigation, Jan. 2, 0929 hours — A 48-year old man was found dead in his locked room at Alyeska Seafoods. The cause of death is under investigation, though no evidence of foul play was observed.

Noise disturbance, Jan. 3, 0040 hours — Caller was disturbed by “loud screams of enjoyment” that had been continuing for quite some time. An officer responded to the area in question but did not locate the source of said vocalized pleasures.

Theft, Jan. 5 — A commercial diver, while raising a sunken vessel, discovered numerous tools that had apparently been stolen from a local business. Under investigation.

Roads, Jan. 6, 1114 hours — Thousands of feet of crab line strung back and forth across a major thoroughfare prevented road maintenance crews from clearing snow. A responsible party was contacted and advised of the problem.

Public safety, Jan. 6 — Extreme caution was urged once again, as a Category 1 travel advisory was continued due to icy roads and blowing snow.

Suspicious activity, Jan. 7 — Homeowner reported someone had gone to quite a bit of trouble to shovel a path to his shed and his absent neighbor’s home. Nothing had been burglarized, but the homeowner was concerned that the paths might be the first step towards the commission of a crime. It was later discovered that the U.S. Coast Guard had been shoveling snow for the local elders.

Assault, Dec. 30, 0151 hours — Yet another boarding house tenant reported being threatened by one of the drunken louts to whom officers had already spent considerable time speaking. The lout told officers he would never say such a thing.

Trespass, Jan. 1 — Gregg T. Kortesma, 41, of Unalaska, was arrested for criminal trespass after he was found on UniSea property in violation of a lifetime trespassing advisement.

Feds: Oregon man lied about sablefish catch

Federal authorities have charged a 46-year-old Oregon man, Freddie Joe Hankins, with misreporting where he caught about 6,000 pounds of sablefish in 2006.

The vessel involved was the longliner Kamilar.

That's the boat named in a similar case brought against Arne Fuglvog, a former aide to Alaska Sen. Lisa Murkowski. Fuglvog is awaiting sentencing, and is expected to draw prison time.

Southeast fisherman convicted, nets $3,100 fine

On 12/2/11 David Schwehm, 22, of Metlakatla, pled guilty to commercial fishing in state waters without a permit and commercial fishing in closed waters. Schwehm was cited by Alaska Wildlife Troopers, Ketchikan Post, on 9/28/11 for commercial fishing without a state permit, unlawful possession of commercial fish, commercial fishing in closed waters, prohibited conduct and failure to register a power vessel. Schwehm was cited after investigation by troopers and the National Marine Fisheries Service revealed the F/V Winter Hawk was commercial gillnetting in state waters without state permits. Schwehm was fined $6,100 with $3,000 suspended and placed on one year probation.

On 12/14/11 Dutch Harbor Wildlife Troopers arrested Omar Ivan Villanueva, 30, of East Wenatchee, Wash., for forgery in the second degree, criminal impersonation in the second degree, and two counts of activities by aliens prohibited. Troopers were made aware of Villanueva using a Social Security number of an individual out of Texas and a fraudulent alien registration card. Villanueva was a crewmember onboard a commercial fishing vessel which is a prohibited activity for an illegal alien.

Disorderly conduct, Dec. 6 — UniSea security advised of a fight in progress at the Grand Aleutian hotel. Responding officers determined that several drunken fishermen had engaged in heated argument which resulted in one man receiving a cut on his head.

Theft, Dec. 6 — Officer investigated the theft of 11 crab pots from a processing facility, and determined the pots had been inadvertently released to a person other than the owner. The two parties contacted one another and made arrangements for the return and/or appropriate sale of the fishing gear.

Welfare check, Dec. 7, 0840 hours — Caller reported a man with dark skin and dark clothing was walking near the roadway without apparently paying attention to passing traffic. An officer contacted the man, who was not incapacitated in any way, and advised that he wear brighter clothing for walks in the pre-dawn Aleutian gloom.

Suspicious activity, Dec. 7 — A twitchy bunkhouse resident claimed, among other things, that his housemates have been removing his fingerprints from framed photographs in order to incriminate him in nefarious crimes. An officer advised the man to better secure his personal belongings and suggested that reducing illicit drug use might also reduce his paranoia.

Theft, Dec. 8 — A grocery store patron demanded that she be given a bag of shrimp for which she claimed to have already paid. The patron stalked off with the shrimp after an employee, believing something fishy might be going on, took the matter to a supervisor. Store management elected to handle the matter without police assistance.

Traffic crime, Dec. 9 — Officer contacted the driver of a pickup whose load of unsecured crab buoys kept falling from the vehicle, creating a rolling traffic hazard and stopping traffic on at least two occasions.

Yakutat man fined $2,250 for unattended setnet

On 11/22/11 in Yakutat District Court, George Bogren was found guilty and fined $2,000 for failing to supervise his setnet and $250 for failing to identify his setnet as required. Alaska Wildlife Troopers from Yakutat contacted Bogren, 59, of Yakutat, on 07/24/11. Investigation revealed he was not present as required at his operating commercial setnet site at the Situk-Ahrnklin Inlet area. Bogren's setnet additionally was not marked as required.

Roads, Nov. 25 — Several complaints were received regarding adults, children and dogs sledding down the middle of a roadway and generally creating hazardous conditions for everyone around them. An officer contacted the offenders and advised them against playing in the middle of the road.

Theft, Nov. 26 — Officers responded to Bering Fisheries, where a fight had broken out after one man had stolen several items from another. Officers were able to locate most but not all of the missing items after speaking to witnesses. Under investigation.

Juneau gillnetter fined, forfeits fish worth $3,800

On 11/23/11 Ryan C. Gullufsen, 37, of Juneau, entered a guilty plea to two counts of operating a commercial gillnet during a closed period south of Juneau. A third count of commercial fishing during a closed period was dismissed as part of a plea agreement. Gullufsen was fined a total of $24,000 with $20,000 suspended and placed on probation for two years. In addition, he was ordered to forfeit just over $3,800 worth of illegally retained fish. The charges stemmed from a patrol near the Point Bishop commercial fishing regulatory marker. Gullufsen, on board his boat the F/V Seniavin Sun, was videotaped drifting over the line into closed waters on three separate occasions within a three-hour period.

On 11/23/11 Coastal Cold Storage Inc., of Petersburg, was represented by Greg Einerson in Petersburg District Court. Coastal was charged with one count of failing to complete all forms required of fish buyers. The charge was the result of an Alaska Wildlife Troopers investigation that showed Coastal took possession of a load of commercial red king crab and did not begin a fish ticket at the time of delivery, as required by the Alaska Department of Fish and Game. Coastal pled guilty to the charge and was sentenced to a fine of $2,000 with $1,250 suspended and placed on probation for one year.

Drunk disturbance, Nov. 15, 0225 hours — Officers responded to a food fight onboard a fishing vessel, where they found that the captain and another man had thrown mashed potatoes, corn dogs and jalapeños at the cook's stateroom door. The captain, who denied involvement until reminded by officers that his shoes were covered with food similar to that found in the hallway, was advised to apologize and treat his crew with more respect.

Animal, Nov. 18 — A cat whose seasickness prevented it from adapting to life on a boat was turned in for adoption.

On 11/10/11 James T. Williams, 34, of Quinhagak, pled guilty in Bethel District Court to one count of making a false report of a crime occurring. Williams made false statements to a peace officer in connection with a Wildlife Safeguard complaint alleging criminal commercial fishing violations in Kuskokwim Bay during the summer of 2011 fishing season. The allegations were proven to be fabricated. Williams was fined $3,000 with $1,500 suspended, and placed on probation for one year.

On 11/15/11 David A. Coleman, 54, of Sitka, pled no contest in Sitka District Court to one count of operating commercial Dungeness gear from a registered tender. Coleman was fined $6,000 with $3,000 suspended and placed on probation for two years. The charge stems from Coleman being observed by troopers operating gear with a vessel registered as a tender for Dungeness crab in Hoonah Sound on 7/16/11. The tender used in the violation was later inadvertently sunk while being operated with a load Dungeness pot gear aboard. Commercial Dungeness crab regulations prohibit the operation of Dungeness gear or possession of Dungeness gear on a tender registered in the Dungeness fishery.

The violations are a result of Warren being observed with four clients on a chartered trip with Big Blue Fisheries while using a vessel not registered to sportfish guide. Investigation showed Keating, owner of Big Blue, had compelled Warren to charter the clients on a vessel Keating knew was unregistered and did not have saltwater logbooks assigned. Warren was charged for failing to register the sportfish guide vessel and for failing to obtain a sportfish guide logbook. Keating was charged with two counts of sportfish guide operator assisting in a violation. Arraignments are set for 11/29/11 in Sitka District Court.

Theft, Oct. 28 — Caller reported his debit card had been used for about $2,000 worth of fraudulent purchases. Investigation indicated that the debit card number had probably been stolen when the caller used it at an online pornography site.

Liquor law violation, Oct. 29 — Officer watched a man using paper napkins to clean vomit from a parking lot, and subsequently advised the man he was too intoxicated to return to the Harbor View bar. He agreed.

Welfare check, Oct. 29 — Harbor officer heard screams emanating from the wheelhouse of a boat docked at the small-boat harbor. An officer contacted the captain of the vessel, who said he was screaming merely because he was drunk.

Public safety, Oct. 29 — A man caught urinating in public apologized profusely after being "caught by a girl" and swore he would not make the same mistake again.

Assault, Oct. 29, 0305 hours — An intoxicated man who had been hitting on a female U.S. Coast Guard crew member all night became increasingly assertive, prompting another, male, USCG crew member to restrain the man by holding him about the neck. The terrified inebriate then fled to the cutter, which he refused to leave until police arrived and assured him of his safety. The inebriate was warned about his unwanted displays of affection.

Assault, Oct. 30, 0117 hours — A man was sucker-punched by an unidentified assailant at the Harbor View bar, causing injuries severe enough to require transport to Anchorage. Under investigation.

Ambulance request, Oct. 30, 0119 hours — EMS personnel provided care and transport to a man who had been punched in the face and lost consciousness for several minutes.

Suspicious activity, Oct. 22, 0153 hours — A man caught urinating in public apologized profusely, and admitted to knowing there were public facilities nearby, after being contacted in flagrante delicto by an officer.

Fire response, Oct. 22, 2143 hours — EMS and fire personnel responded to the Bering Fisheries processing area after an employee reported an ammonia leak in the ice house. Approximately 500 pounds of ammonia were ventilated from the ice house. No injuries were reported.

The Ekwok village public safety officer searched the area via skiff but did not locate Neketa. The U.S. Coast Guard deployed a rescue helicopter to the area and located Neketa approximately seven miles downriver from Ekwok in a remote cabin on the Nushagak River at approximately 0215 hours. Neketa was consuming alcohol, was in safe condition, and declined assistance.

Martushoff, 27, of Reardan, Wash., acting as skipper and permit holder aboard the F/V Orbit, commercial fished with a drift gillnet in closed waters near the mouth of the Bear River on 9/1/10. On 10/5/11 Martushoff was contacted by Alaska Wildlife Troopers at his residence in Washington via phone and interviewed. During the interview, Martushoff made statements that corroborated the ADF&G observations. Martushoff was issued a citation charging him with commercial fishing in closed waters with arraignment set for 11/15/11 in Valdez District Court.

Domestic disturbance, Sept. 5 — Caller reported he had been struck in the face after he got in an argument with a housemate over dirty dishes, frying fish and open windows. Officers received conflicting accounts of events and were unable to determine what if any criminal event may have occurred, and told both boys they needed to just get along.

Suspicious person, Sept. 6, 0242 hours — Officer contacted an intoxicated man lying on the ground near the South Channel Bridge. The man refused all offers of transportation and insisted on walking back to his vessel.

Domestic disturbance, Sept. 7, 0717 hours — Two men who had previously argued about dirty dishes and fried fish continued their disagreement, with one man spitting in the other's face, and being punched in the face in response. Victor T. Tamasoaalii, 53, of Oregon, was charged with one count of assault.

DUI, Sept. 7 — Caller reported a man allegedly drinking and driving near the UniSea processing plant. An officer contacted the suspect, who was not driving and had not been drinking.

Assault, Sept. 7, 2054 hours — Two men, apparently unable to get past their puerile differences over fried fish and dirty dishes, continued antagonizing one another. An officer advised the two men, again, to stay clear of one another after it was determined that no crime had been committed.

DUI, Sept. 8 — Peter J. Albee, 27, of Seattle, was charged with driving under the influence after an officer stopped him for having expired registration and learned that he had been drinking. Albee failed field sobriety tests and in spite of having a "Get out of Jail Free" card in his possession, was arrested and taken to jail.

Disorderly conduct, Sept. 8, 1956 hours — The fried fish and dirty dishes men continued shouting at one another and annoying their fellow housemates.

Assault, Sept. 8 — A man who complimented a bar maid on the way she smelled had the opportunity to smell equally nice a few minutes later when the bar maid returned to his table and spritzed him with her perfume. The man, who was offended by the bar maid's response, was advised by an officer that the behavior did not constitute a crime.

Fire response, Sept. 9, 0242 hours — Fire personnel responded to the Alyeska Seafoods processing facility, where a fire had been ignited by a welding machine.

Ambulance request, Sept. 9, 0245 hours — EMS personnel responded to a fire scene.

Assistance rendered, Sept. 9, 0246 hours — Officers assisted with evacuation and patient transport at a fire scene.

Criminal mischief, Sept. 9, 0724 hours — One of the fried fish and dirty dishes boys reported that someone, presumably his other half, had cut several of his jackets with a knife. Under investigation.

Suspicious activity, Sept. 9 — Caller reported steam in a parking lot and asked that an officer determine the source of it.

Domestic disturbance, Sept. 9, 2031 hours — The fried fish and dirty dishes boys called police to complain that bad words had been directed at one another in the common kitchen of their boarding house. Officers again encouraged the two males to engage in age-appropriate behavior.

Public safety, Sept. 10, 0200 hours — An officer advised two inebriates that it might not be in their best interest to walk in the middle of the road at night in dark clothing, especially when using headlights of oncoming vehicles to examine photographs instead of stepping out of the way.

An officer advised them of the rules pertaining to firearms use in the municipality.

Drunk disturbance, Aug. 28 — Taxi driver took her drunken, nonpaying passenger to the police station and requested assistance getting the money that was owed to her. The drunk, who said he had money on his boat and would pay the driver if she took him to it, was advised that he would be arrested if he failed to do exactly that.

Animal, Aug. 30 — Animal control officer responding to a barking dog complaint found the dog owner's grandson sleeping outside in a doghouse.

Welfare check, Aug. 30 — An officer checked on a young boy who had earlier been sleeping in a doghouse, and learned that the boy did not feel well and missed school on a regular basis, and that his mother was busy with her boyfriend. Information passed on to Alaska Children's Services.

Trespass, Sept. 1 — Officer issued a trespass advisement, per Westward Seafoods management, to a man who was no longer welcome on any of the business property.

Public safety, Sept. 2, 0300 hours — Community evacuation following the issuance of a tsunami warning for the Unalaska area. The warning was canceled and residents returned to their homes a short time later.

Motor vehicle accident, Aug. 23, 0232 hours — Devon Davis, 19, drove through a stop sign and sped through the UniSea area before striking three vehicles and a cement barrier on Salmon Way. Alcohol was a factor in the collision. Davis will be charged with reckless driving and minor in possession. Other charges pending further investigation.

Assist other agency, Aug. 23, 0312 hours — A harbor officer found a couple fornicating in the middle of Ballyhoo Road. The couple, who were both intoxicated and naked from the waist down, agreed it might be best to return to their vessel before resuming their sexual activity. Charges of public indecency were not filed.

Assistance rendered, Aug. 24 — A man flagged down an officer and demanded information about how to locate and contact various "Deadliest Catch" fishing vessels and crew, as he was certain that employment on one of those vessels would pay more than a job in Michigan.

Missing person, Aug. 27 — American Seafoods personnel reported a longtime employee had not reported for work when his vessel left the dock, and had not been found anywhere onboard the vessel.

Lost property, Aug. 27 — Brown vinyl binder with fishing documents.

Welfare check, Aug. 27 — Officer attempted to locate three men who reported being depressed due to their inability to get a flight off the island.

Drunk disturbance, Aug. 28, 0124 hours — Three drunken men who were arguing with one another told an officer that their disagreement came about after two of the men told the third man that his wife was having an affair, which in turn led to an unpleasant confrontation between the man and wife. The first two men later admitted the only reason they thought the wife was having an affair was because she was beautiful and the only woman on the boat.

Drunk disturbance, Aug. 28 — Officers responded to Westward Seafoods where a drunken man was threatening other employees, who had allegedly employed racial epithets in conversations with the drunk.

Deep Inlet is currently closed to all commercial fishing by ADF&G emergency order. On 8/25/11 Sitka Wildlife Troopers contacted Larry Rhea, 62, of Lindale, Texas, on the F/V Kenai Ranger. Investigation revealed Rhea was commercial fishing during a closed period in Deep Inlet. Rhea was issued a mandatory court appearance summons for 8/30/11 in Sitka District Court.

Three arrested after assault on fishing vessel

Investigation revealed that Christopher Jordan, 33, of Oregon; Lloyd Davis, 36, of Kenai; and Daniel Whittington, 22, of Oregon, all went onto a fishing boat and assaulted an 18-year-old male who was sleeping on the
boat. Jordan, Davis and Whittington were all arrested and transported to the King Salmon jail where they are awaiting arraignment.

The owner-operator of the F/V Ragtime was identified as Leslie J. Nelson, 62, of Blaine, Wash. Troopers contacted Nelson in Juneau and issued a citation for fishing in closed waters.

He was sentenced to pay a $5,000 fine with none suspended, and he will receive six demerit points against his Commercial Fisheries Entry Commission permit. A charge of contributing to the delinquency of a minor was dismissed as part of an agreement. Manual Amorin pled guilty to one count of hindering prosecution and received a $500 fine.

Weapons, Aug. 8 — A possibly unexploded, WW II-era hand grenade was located on a nearby beach. A team marked the area and provided appropriate military authorities with relevant information.

Drunk disturbance, Aug. 8 — One of two drunken men who were causing problems at the Grand Aleutian fell down and cut his head while trying to flee from UniSea security.

Disorderly conduct, Aug. 8 — UniSea security requested assistance with three men who had been engaged in an altercation. Officers learned that one man had screamed at two others while waiting in a cafeteria line, and found no evidence that a crime had occurred.

Drunk disturbance, Aug. 12 — Officers escorted a drunken, chest-thumping man to his bunkhouse room after receiving a report from UniSea security that the man was challenging others to fight.

Alcohol, Aug. 12, 0208 hours — Officers contacted a man who was passed out against a warehouse, and learned he had been drinking at a local bar and was trying to make his way back to his vessel. Officers located a sober third party who agreed to take responsibility for the inebriate.

Drunk disturbance, Aug. 12, 2202 hours — Caller reported an extremely intoxicated man wandering about on Salmon Way. An officer transported the drunk to his vessel, where the captain agreed to take responsibility for him.

Trespass, Aug. 13 — Officers issued trespass advisements, per Westward security, to several men who had been involved in the commission of crimes on Westward Seafoods property.

Fire response, Aug. 13, 1623 hours — EMS and fire volunteers responded to a report that an "old gentleman" had just jumped from the South Channel Bridge into Captains Bay.

Assistance rendered, Aug. 13, 1624 hours — Officers assisting fire and EMS personnel contacted two uninjured men who had elected to take a recreational plunge from the South Channel Bridge, and who were most apologetic for having caused a commotion amongst the emergency response community.

Assistance rendered, Aug. 13 — Caller reported a man had illegally parked in an apartment parking lot, ignored the caller's complaint about same, put a bicycle in his vehicle, and had then driven away. The caller said he would fight the dastardly parker if he returned.

Investigation revealed the vessel had retained eight king salmon before the opening of the season at 1201 hours on 8/15/11. Skipper and permit holder Thomas A. George, 56, and crewman Jared B. Barlow, 37, both of Klawock, were cited with one count each of commercial fishing in a closed season and unlawful possession of fish. Arraignment was set for 8/31/11 in Craig District Court. The eight illegally taken salmon were seized and donated to charity.

The violation occurred near the southern tip of the Glass Peninsula south of Juneau.

On 8/5/11 Christopher R. Laier, 39, of Libby, Mont., was arrested by Dutch Harbor Wildlife Troopers on an Unalaska warrant. The original charge was for driving while license suspended or revoked. Laier was arrested off the F/V Frontier Explorer and booked into the Unalaska jail without incident.
